ВПЛИВ ОСВІТНЬОГО ТУРИЗМУ НА ФОРМУВАННЯ МІЖНАРОДНОЇ КОНКУРЕНТОСПРОМОЖНОСТІ

Анотація

У статті досліджено роль освітнього туризму в контексті теорій, що пояснюють вплив міжнародного руху людських ресурсів на країни донори та країни реципієнти. Виявлено, що освітній туризм є досить неоднозначним явищем, бо з чисто теоретичної точки зору це досить позитивне явище, коли молоді спеціалісти здобувають освіту за кордоном і повертаються з місцем свого основного мешкання з метою здобути роботу. Розкрито роль освітнього туризму як частину трудової міграції, коли людина здобуваючи кваліфікацію за кордоном, знаходить роботу та залишається як трудовий мігрант. У результаті систематизації основних класичних концепцій міжнародного руху людських ресурсів виявлено, що вплив освітнього туризму досить легко описати за допомогою класичної графічної моделі переміщення людських ресурсів мiж державами та вплив на їх економіки. Доведено, що в рамках цієї концепції країни діляться на реципієнтів, які приймають освітніх туристів, та донорів, що є експортерами освітніх туристів. Відзначено різний набір ефектів від освітнього туризму для цих двох категорій країн.

THE IMPACT OF EDUCATIONAL TOURISM ON THE FORMATION OF INTERNATIONAL COMPETITIVENESS

Summary

The article examines the role of educational tourism in the context of theories that explain the impact of the international movement of human resources on donor and recipient countries. It was found that educational tourism is a rather ambiguous phenomenon, as from a purely theoretical point of view it is a very positive phenomenon when young professionals study abroad and return to their place of residence in order to get a job. The role of educational tourism as a part of labor migration is revealed, when a person acquires a qualification abroad, finds a job and stays as a labor migrant. As a result of systematization of the main classical concepts of the international movement of human resources, it was found that the impact of educational tourism is quite easy to describe using the classical graphic model of human resources movement between states and their economies. It is proved that within the framework of this concept, countries are divided into recipients who receive educational tourists and donors who are exporters of educational tourists. Different sets of effects from educational tourism for these two categories of countries are noted. External effects of the international movement of human resources (where educational tourism is a component) on the competitiveness of the economy of donor states and recipient states of human resources in a simplified form can be described in a simplified form within the simplicity of the movement of labor and graphic modes. For human resource recipient countries, educational tourists are potential workers and migrant workers. They have a positive effect on GDP, aggregate output and other macroeconomic indicators. In general, for recipient countries, educational tourism is quite a profitable business. At the same time, for donor countries, educational tourism is quite ambiguous. On the one hand, it allows educational tourists to acquire unique skills and obtain high qualifications. On the other hand, educational tourism contributes to the outflow of qualified personnel, lower GDP, aggregate output and other important indicators of the state of the economy. One of the most considered effects of the international movement of human resources and educational tourism on the economy of the donor state is the remittances of migrant workers to their homeland, for their families.
