СКЛАД ТА СПЕЦИФІКА СИСТЕМИ ОЦІНЮВАННЯ КОНКУРЕНТОСПРОМОЖНОСТІ РЕГІОНІВ

Анотація

У статті розкрито структуру і охарактеризовано специфіку системи оцінювання конкурентоспроможності регіонів, яка характеризує способи вимірювання здатності регіону стабільно виробляти і споживати товари і послуги в умовах конкуренції, забезпечення якості економічного зростання, високого рівня життя населення, екологічного добробуту та безпеки територій, підвищення іміджу регіону. Оцінювання конкурентоспроможності регіонів представлено у вигляді процедури визначення здатності регіону як територіальної одиниці бути більш привабливою для споживачів у порівнянні з іншими одиницями завдяки кращій якості життя і більш вигідним умовам для здійснення господарської діяльності. Запропоновано методичний підхід до інтегральної оцінки конкурентоспроможності регіонів, що дозволяє, на основі наявної в регіоні статистичної інформації, отримати об'єктивне уявлення про рівень конкурентоспроможності конкретного регіону відповідно до визначених напрямів і пріоритетів його розвитку.

THE COMPOSITION AND SPECIFICS OF THE SYSTEM FOR ASSESSING THE COMPETITIVENESS OF REGIONS

Summary

The article highlights the need to study the specifics of the formation and implementation of a system for assessing the competitiveness of regions in modern conditions. It is determined that on the basis of this study it is possible to develop a methodological approach to assessing the competitiveness of regions, based on the use of formalized research methods that use available data on the functioning of regions, social, economic, cultural and other aspects of their lives. The structure and specifics of the system of assessing the competitiveness of regions, which characterizes ways to measure the ability of the region to produce and consume goods and services in competition, quality of economic growth, high living standards, environmental welfare and security, improving the image of the region. Assessing the competitiveness of regions is presented in the form of a procedure for determining the ability of a region as a territorial unit to be more attractive to consumers compared to other units due to a better quality of life and more favorable conditions for economic activity. The composition of the system for assessing the competitiveness of the region is described. A methodical approach to the integrated assessment of the competitiveness of regions is proposed, which allows, based on statistical information available in the region, to get an objective idea of the level of competitiveness of a particular region in accordance with certain directions and priorities of its development. As the main systemic indicators of the development of the competitiveness of the regions we have identified: an index that determines the standard of living of the population; index of competitiveness of the region; innovation index and an index that reflects the level of infrastructural development of the region. A comprehensive assessment of the development of the territory will analyze the state of the economic environment, the effectiveness of the economic policy strategy and increase competitiveness, the activities of the private and public sectors, the competitive advantages and disadvantages of the territory.
