МЕТОДИКА АНАЛІЗУ ТА ОЦІНКИ РЕГІОНАЛЬНИХ ОСОБЛИВОСТЕЙ РОЗВИТКУ ІННОВАЦІЙНОГО ПІДПРИЄМНИЦТВА
Анотація
У статті здійснено теоретичний аналіз наукових підходів щодо розвитку регіонів, враховуючи ефективність інноваційної діяльності підприємств. Для визначення та аналізу методики та оцінки регіональних особливостей розвитку інноваційного підприємництва запропоновані сучасні показники та напрямки, які обов'язково повинні бути врахованими під час аналізу зазначеної методики, а саме: застосування методики оцінювання на основі аналізу фінансових показників дає змогу виявити відповідність або невідповідність (надлишок або нестачу) коштів для розвитку інноваційного підприємництва регіону; зведення оцінювання розвитку інноваційного підприємництва регіону до одного кількісного значення, що значно полегшує економічну інтерпретацію отриманих результатів; простота розрахунків і наочність результатів графічного методу дослідження, а також гнучкість, оскільки кількість і склад індикаторів, які беруть участь в оцінюванні, може змінюватись.

METHODS OF ANALYSIS AND ASSESSMENT OF REGIONAL FEATURES OF INNOVATIVE ENTREPRENEURSHIP DEVELOPMENT
Summary
The article provides a theoretical analysis of scientific approaches to regional development, taking into account the effectiveness of innovative activities of enterprises. To determine and analyze the methodology and assess the regional features of innovative entrepreneurship, modern indicators and directions are proposed, which must be taken into account in the analysis of this methodology, namely: the application of evaluation methods based on analysis of financial indicators allows to identify compliance or lack) of funds for the development of innovative entrepreneurship in the region; reduction of the assessment of the development of innovative entrepreneurship in the region to one quantitative value, which greatly facilitates the economic interpretation of the results; simplicity of calculations and clarity of the results of the graphical research method, as well as flexibility, as the number and composition of indicators involved in the evaluation may vary.
Regional innovation infrastructure always includes participants in innovation processes that take place at the regional level, their interaction, forms of organization, direct and feedback between them. It reflects the features of innovative regional development and is an integral part of the national innovation infrastructure. While the innovation infrastructure of the region should ensure the joint efforts of local authorities, scientific and technical organizations and the business sector for the sustainable economic development of the regions.
When developing a methodology for analysis and evaluation of regional features of the development of innovative entrepreneurship, it is also important to take into account such areas as: regional development of innovation in science and technology; financial and economic indicator; institutional conditions; international cooperation in innovation and science and technology; information support and creation of innovation structures.
The methodology of regional features of development of innovative entrepreneurship, in our opinion, should include such areas as:
— regional development of innovation and science and technology, which includes: introduction of public-private partnership in scientific, technical and innovation spheres; development and implementation of tools for state support of innovation and the formation of an effective state order in the scientific and innovative spheres in the regions;
— stimulating cooperation in the field of R&D of industrial corporations and science parks, which intensifies the process of development of innovative entrepreneurship in the regions; integration of academic, university and branch sectors of scientific sphere for increase of efficiency of use of intellectual potential of the state in regions;
— implementation of the most modern scientific projects aimed at creating fundamentally new technologies and samples of modern products that form the basis for the intensive development of high-tech (and related) sectors in the regions.
