НАПРЯМИ ПРОТИДІЇ ВПЛИВУ ГЛОБАЛЬНОЇ ЕКОНОМІЧНОЇ КРИЗИ 2020 РОКУ НА ВІТЧИЗНЯНУ ЕКОНОМІКУ
Анотація
Метою статті є визначення інструментів та шляхів виходу України із глобальної економічної кризи, аналіз основних чинників, що призвели до початку глобальної фінансової кризи, та наслідків рецесії для світу і України. У статті визначено та проаналізовано основні передумови початку глобальної рецесії та світової кризи 2020 року. На основі ретроспективного аналізу визначено можливий вектор подальшого розвитку ситуації. Розглянуто та проаналізовано наслідки світової кризи та основних подій, що призвели до початку глобальної рецесії для світу та для України. Серед основних чинників виділено завершення поточного економічного циклу, рекордне падіння цін на нафту та нафтопродукти та криза у перемовинах у рамках формату OPEC+ з приводу скорочення розмірів видобутку нафти, безпосередньо високий рівень напруги у економічному та політичному кліматі, слабкість світової фінансової системи, також однією із найважливіших подій, що призвели до початку нової глобальної економічної кризи визначено початок пандемії вірусу COVID-19. У зв'язку цим ряд світових держав пішов на безпрецендентні кроки щодо підтримки економіки. Проаналізовано перші кроки світової спільноти щодо протидії світовій кризі, розглянуто методи антикризової боротьби, спрямовані на мінімізацію збитків у зв'язку з початком рецесії, та можливі наслідки прийнятих рішень для світової економіки. Запропоновано шляхи та інструменти виходу із кризи для України, враховуючи економічну ситуацію в країні та можливі наслідки прийнятих рішень. Зокрема ключовими напрямами є: секвестр бюджету з переглядом статей витрат бюджету, перегляд попередніх домовленостей з зовнішніми кредиторами України, зокрема міжнародним валютним фондом, реструктуризація зовнішнього боргу країни з впровадження пільгового періоду виплат по зовнішнім боргам на термін від 3 до 4 років, залучення додаткових коштів від міжнародних партнерів країни на екстрене стимулювання економіки та протидію пандемії. Зазначено потрібність у цільовій стратегії застосування емісійних коштів для підтримки платоспроможності громадян. Визначено, що запропоновані заходи призведуть до синергетичного ефекти і допоможуть мінімізувати збитки нанесені кризою та пандемією.

DIRECTIONS FOR COUNTERACTING THE IMPACT OF THE 2020 GLOBAL ECONOMIC CRISIS ON THE UKRAINIAN ECONOMY
Summary
The purose of the article is to identify the tools and ways out from the global crisis а for Ukraine, to identify the main factors that led to the global financial crisis, and the consequences of the recession for the world and for Ukraine. The article identifies and analyzes the main preconditions for the beginning of the global recession and the global crisis of 2020. On the basis of retrospective analysis the possible vector of the further development of a situation is defined. The main factors, that caused global economic recession include the end of the current economic cycle, a record drop in oil products and oil prices and the crisis in the OPEC + negotiations on reducing oil production, the directly high level of tension in the economic and political climate, the weakness of the global financial system and one of the most important events that led to the beginning of a new global economic crisis is the beginning of a pandemic of the COVID-19 virus. In this regard, a number of world powers have taken unprecedented steps to support the economy. The consequences of the world crisis and the main events that led to the beginning of the global recession for the world and for Ukraine are considered and analyzed. The first steps of the world community to counteract the world crisis are analyzed, the methods of anti-crisis struggle aimed at minimizing the losses due to the beginning of the recession, and the possible consequences of the decisions taken for the world economy are considered. Ways and tools for overcoming the crisis for Ukraine are proposed, taking into account the economic situation in the country and the possible consequences of the decisions taken. In particular, key trends are: sequestration of budget withviewing of items of expenses of budget, revision of previousagreements with the external creditors of Ukraine, inparticular by an international monetary fund, restructuring ofexternal debt of country from introduction of favourable periodof payments for to the external debts on a term 4 from 3 to, bringing in of additional funds from the international partnersof country on urgent stimulation of economy andcounteraction to the pandemic. Necessariness is marked inhaving a special purpose strategy of application of emissionmoney for support of solvency of citizens. Certainly, that theoffered measures will bring to sinergistical effects over andwill help to minimize losses inflicted by a crisis and COVID-19 pandemic.
