ПРОБЛЕМИ ЕКОНОМІЧНОГО РОЗВИТКУ РЕГІОНІВ, ЩО ЗУМОВЛЮЮТЬ НЕОБХІДНІСТЬ МОДЕРНІЗАЦІЇ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ
Анотація
У статті проведено аналіз стану регіональної економіки за такими макроекономічними показниками: валовий регіональний продукт у розрахунку на одну особу; капітальні інвестиції, у розрахунку на одну особу; кількість зайнятих осіб у економічній діяльності та їх наявний доход у розрахунку на одну особу. Аналіз показав, що за всіма показниками існує асиметричність по регіонам. У результаті проведеного аналізу з'ясовано, що найбільша диференціація спостерігається за показником капітальних інвестицій на одну особу. Наведені дані щодо валового регіонального продукту за регіонами у 2010—2017 рр. дають можливість заключити, що асиметричність за цим показником між регіонами має тенденцію до зростання. Виокремлено проблеми розвитку економіки регіонів, серед яких потрібно відзначити: нерівномірність економічного та соціального розвитку регіонів та її поглиблення; недостатню щільність та розгалуженість взаємовідносин між регіонами; низький рівень співпраці та взаємодії між регіональними та територіальними суб'єктами; відсутність чіткого виконання стратегічних планів та програм тощо. Подолання асиметричності розвитку економіки регіонів вимагає здійснення модернізації продуктивних сил регіонів. Доведено, що проблеми розвитку економіки регіонів є спільними проблемами для усіх регіонів України. Спільними також є принципи, підходи, інструментарій, методи здійснення модернізації регіональної економіки. Але водночас кожен регіон, орієнтуючись на власні ресурси та потенційні можливості, повинен проводити модернізацію економіки, використовуючи та нарощуючи власні унікальні можливості, базуючись на ендогенних чинниках економічного регіонального розвитку.

PROBLEMS OF ECONOMIC DEVELOPMENT OF THE REGIONS, WHICH NECESSITATE THE MODERNIZATION OF THE REGIONAL ECONOMY
Summary
The article analyzes the state of the regional economy by such macroeconomic indicators as: Gross regional product, per person; capital investments, per person; persons employed in economic activity and disposable income, per capita, showed that there is asymmetry across regions. The analysis shows that the greatest differentiation is observed in the capital investment per person. The data presented for Gross Regional Product by Region in 2010—2017 suggest that asymmetry in this indicator across regions tends to increase. The problems of development of the economies of the region are highlighted, among which are the following: uneven economic and social development of the regions and its deepening; insufficient density and diversification of relations between regions; low level of cooperation and interaction between regional and territorial entities; lack of clear implementation of strategic plans and programs, problem of financing their implementation; high dependence of production structures of regions on imports of products and resources, including primary resources and fluctuations in prices on the world market; unsatisfactory speed of response and taking measures to reduce the impact of negative changes caused by the crises of the world economy; poorly competitiveness of regional systems in the international market; low adaptability of regional economies to changes in state economic policy; inconsistency of most strategic measures at national, regional and local levels; technological lag of development of productive forces of regions from world tendencies; high differentiation of regions and territorial communities by budget revenues; expansion of areas of depressed territories, which promotes the level of differentiation within the regions; large number of subsidized rural and urban communities and their further growth; degradation of the rural settlement network as a result of population displacement into cities; widening the gap between the social and economic development of rural and urban populations, increasing the differentiation in population incomes etc. Overcoming the asymmetric development of regional economies requires the modernization of the region's productive forces. It is proved that problems of development of economy of regions are common problems for all regions of Ukraine. Also common are the principles, approaches, tools, methods of implementing the modernization of the regional economy. However, each region, focusing on its own resources and potential, should modernize the economy of each region, using and increasing its own unique capabilities based on endogenous factors of economic regional development.
