АГЛОМЕРАЦІЇ ЯК ФУНДАМЕНТ СПІВРОБІТНИЦТВА ТЕРИТОРІАЛЬНИХ ГРОМАД

Анотація

Особливостями реформи децентралізації в Україні є делегування повноважень на місцевий рівень та одержання територіальними громадами можливостей самостійного розпорядження фінансами. Одним із важливих елементів втілення завдань реформи децентралізації в Україні є співробітництво територіальних громад. Водночас агломерація як підгрунтя для здійснення співробітництва територіальних громад, зважаючи на факт проживання третини населення України у найбільших міських агломераціях, може стати формою добросусідства, що визначена на законодавчому рівні. У статті також проведено огляд об'єднаних територіальних громад України — лідерів фінансового моніторингу за 9 місяців 2017 р., а також проведено аналіз показників найбільших агломерацій світу за основними напрямами їх розвитку (економіка, соціальна сфера та технології). Агломерація територіальних громад значно спрощує розвиток різноманітних форм приватно-публічного партнерства, оскільки головною метою її створення є формування сприятливого клімату для співіснування урбанізованих територій України поруч із малими територіальними громадами-супутниками.

AGGLOMERATIONS AS THE FOUNDATION OF TERRITORIAL COMMUNITIES COOPERATION

Summary

The peculiarities of the decentralization reform in Ukraine are the delegation of powers to the local level and the acquisition by the territorial communities of the possibilities of self-regulation of finances. Cooperation of territorial communities is one of the important elements of the implementation of the tasks of decentralization reform in Ukraine. At the same time, agglomeration, as a basis for the cooperation of territorial communities, because a third of Ukraine's population lives in the largest urban agglomerations, can become a form of good-neighborly relations, which is defined at the legislative level. The article also reviews the combined territorial communities of Ukraine, the leaders of financial monitoring for 9 months of 2017, and analyzed the indicators of the world's agglomerations according to the main directions of their development (economy, social sphere and technologies). Agglomeration of territorial communities greatly simplifies the development of various forms of private-public partnership, since the main purpose of its creation is to create a favorable climate for coexistence of urbanized territories of Ukraine along with small territorial communities of satellites.
