ДЕМОКРАТИЧНИЙ ПОТЕНЦІАЛ УКРАЇНСЬКОГО ПАРЛАМЕНТАРИЗМУ

Анотація

У статті досліджується демократичний розвиток українського суспільства, проведено змістовний аналіз поняття "демократія". Вказано на його діалектичну природу у зв'язку з чим виникає необхідність розглядати демократію у історичній ретроспективі. Виділені складові сучасних демократій, що в широкому сенсі розкривають природу демократії. На основі цього сформовано поняття про демократичний потенціал українського парламентаризму. Проведений критичний аналіз та виділені напрями реалізації демократії в Україні через парламентаризм. На сучасному етапі Україна переживає складний період, який багато в чому зумовлений недосконалістю засадничих норм демократії, визначених у тексті діючої Конституції, та відсутністю стабільних механізмів реалізації політичного потенціалу Конституції. Потребують докорінної еволюційної перебудови окремі аспекти суспільного уявлення про закон як такий та про державний устрій. Зокрема ідеться про засвоєння на ментальному рівні кожним громадянином таких основних положень демократії як верховенство закону та народне управління. Таким чином, розвиток сучасної української держави потребує розгляду сутності демократії як суспільно-політичного ладу та механізму її реалізації через парламентаризм.

DEMOCRATIC POTENTIAL OF UKRAINIAN PARLIAMENTARISM

Summary

Democratic development of Ukrainian society is investigated in the article, the rich in content analysis of concept "democracy" is conducted. It is indicated on his dialectical nature in this connection there is a necessity to examine democracy in a historical retrospective view. The constituents of modern democracies are distinguished, that in wide sense expose nature of democracy. On the basis of it a concept is formed about democratic potential of Ukrainian parliamentarism. The conducted walkthrough and distinguished directions of realization of democracy are in Ukraine through parliamentarism. At the present Ukraine is going through a difficult period, which is largely caused by the imperfection of the basic norms of democracy, defined in the text of the present Constitution, and the lack of stable political potential mechanisms for the implementation of the Constitution. Involves a fundamental restructuring of some evolutionary aspects of public understanding of the law itself and on the constitution. In particular, it involves mastering the mental level of each of the main provisions of national democracy as the rule of law and national governance. Thus, the development of modern Ukrainian state requires an examination of the essence of democracy as a social and political system and the mechanism for its implementation through the parliamentary system.
