СОЦІАЛЬНО ВІДПОВІДАЛЬНІ ПРАКТИКИ СПІВПРАЦІ СУБ'ЄКТІВ ГОСПОДАРЮВАННЯ, МІСЦЕВОЇ ВЛАДИ ТА ГРОМАД
Анотація
У статті висвітлено досвід соціально відповідальної поведінки органів місцевого самоврядування, суб'єктів господарювання та успішних об'єднаних територіальних громад у сільській місцевості Причорноморського регіону. Зроблено аналіз планів розвитку громад та виконання дохідної частини бюджету. Дано оцінку соціально відповідальній поведінці органів місцевого самоврядування. Досліджено соціальну відповідальність бізнесових організацій та інших суб'єктів господарювання, які здійснюють діяльність у межах досліджуваних громад. Вивчено соціально-демографічні характеристики отримувачів благодійної допомоги. Зроблено аналіз стану управління соціальною відповідальністю суб'єктів господарювання, що діють в межах успішних об'єднаних територіальних громад. Відзначено важливість розв'язання проблем досліджуваних громад шляхом впровадження різних видів співпраці та посилення взаємодії між місцевою владою, бізнесом і громадою під час формування та реалізації ініціатив щодо забезпечення їх соціально відповідальної поведінки.

SOCIALLY RESPONSIBLE PRACTICES OF COOPERATION BETWEEN BUSINESS ENTITIES, LOCAL AUTHORITIES AND COMMUNITIES
Summary
The article reflects the experience of socially responsible behavior a rural councils of successful united territorial communities in rural areas from the Black Sea region, business entities operating in this territory and community members. It has been established that the success of communities is directly related to such behavior of local authorities, since it assumes that in all management decisions there is a vector of orientation towards sustainable development and well-being of community members, business organizations and other structures.
It is possible to ensure socially responsible behavior of local authorities only by introducing appropriate democratic principles into their work, using modern means of interaction, and creating a high level of organizational society culture. This is only possible through the application of a democratic management style. It has been established that important areas of development the studied territorial communities are: social sphere and improvement of living conditions, ecology, development of industrial production, development of transit and logistics and transport potential, development of agricultural production, improvement the energy resources management and development of alternative energy, development the sphere of intellectual services. An analysis of the social responsibility the village councils in studied communities suggests that its level is quite high. This is evidenced by a sufficient level of public confidence in local self-government bodies, an increase in the level of well-being in the population, the introduction of innovations and use the advanced technologies for managing society, the presence of 3—5 public organizations, the absence of corruption, and victory in grant programs.
Despite the "disadvantages" of applying social responsibility in business practices, leading organizations in Ukraine are increasingly experiencing a need for it. Their management is aware of the duty to society, the state and communities to carry out their work efficiently and actively contribute to the sustainable development territories. It is increasingly demonstrating a desire to help territorial communities and every citizen. However, the study found that the process of forming a socially responsible business in the studied territorial communities is not too simple. From time to time, local businesses donate to certain needs of socially vulnerable population segments, however, these are pointless, unpromising actions, and not systematic purposeful activities.
An equally important condition for the successful development of each community is the social responsibility an each member, which is expressed in taking into account the interests of the community, the territory when setting personal goals, mutual respect, mutual support, ethics in the planes "community member — power", "community member — business "," a member of the community — nature ", in initiative and activity in matters of prompting the authorities and business to action.
The article notes the importance of solving the studied communities problems by introducing various types of cooperation and enhancing interaction between local authorities, business and community members in the formation and initiatives implementation to ensure their socially responsible behavior.
