РОЗВИТОК ЕКСПОРТУ ЦИФРОВИХ ТЕХНОЛОГІЙ В УМОВАХ ФОРМУВАННЯ ЄДИНОГО ЦИФРОВОГО ПРОСТОРУ ЄВРОПЕЙСЬКОГО СОЮЗУ
Анотація
Проблеми цифровізації економіки в Україні особливо актуалізуються з огляду на подальшу імплементацію угоди про асоціацію із ЄС. Важливим є перманентне зростання обсягів експорту IT-послуг і в такий спосіб формування власної цифрової економіки, водночас збільшуючи надходження податків до бюджету. Акцентовано на необхідності реалізації цифрового порядку денного України — 2020. Аргументовано, що у сучасних реаліях важливим є стимулювання розвитку експорту цифрових технологій для того, щоб розвинути внутрішній та збільшити частку на зовнішньому ринку IT-послуг, створивши робочі місця. Зазначене й інші заходи цифровізації національної економіки повинні сприяти взаємовигідній участі країни у єдиному європейському цифровому просторі. В статті зіставлено сутнісні характеристики поняття "цифрова економіка". Визначено та охарактеризовано основні принципи цифровізації країни, з'ясовано особливості експорту цифрових технологій в умовах формування єдиного цифрового простору ЄС. Відповідно до сучасних викликів та завдань проаналізовано діяльність та основні цілі Міністерства цифрової трансформації. Розглянуто переваги та недоліки діджиталізації, визначено основні акценти інтеграції вітчизняної науки в європейський дослідницький простір. Акцентовано на пріоритетах гармонізації наукових ініціатив України з Європейським дослідницьким та інноваційним простором. Проаналізовано позиції України у системі індикаторів різних аспектів розвитку інформаційного суспільства. Продіагностовано динаміку експорту цифрових технологій у світі за останні роки та тенденції експорту українських IT-послуг. Виявлено, що українська ІТ-галузь має досвід у створенні програмних рішень світового рівня із застосуванням різноманітних технологічних концепцій. Акцентовано на пріоритетах підтримки конкурентних переваг ІТ-індустрії України на глобальних ринках, зокрема на ринку ЄС.

THE DEVELOPMENT OF DIGITAL TECHNOLOGIES EXPORT IN THE CONTEXT OF FORMING THE UNIQUE DIGITAL AREA IN THE EUROPEAN UNION
Summary
At the present time the question of economy digitalization in Ukraine is particularly relevant due to further implementation of the Association agreement with the European Union. The important question is to step up the export of IT services and in this way to build an own digital economy at the same time raising tax revenues into budget. The necessity of "Digital Agenda — 2020" realization should also be noted. In the current realities it is important to stimulate the export of digital technologies development in order to enhance the internal market and to increase the share of IT services on the external market, thus job creation. Mentioned above and other actions of national economy digitalization should accompany a mutually beneficial country participation in unique European digital space. In the article there are the "digital economy" definitions and summarized its meaning. It is also indicated and described the mains principles of digitalization in Ukraine, disclosed the essence of digital economy and found the particularities of digital technologies export in circumstances of forming the unique digital space in EU. In conformity with contemporary challenges and tasks the activity and main goals of the Department of Digital Transformation are analyzed. In the paper there are also described the advantages and disadvantages of digitalization. It is agreed the main emphasis of the integration of Ukrainian science in the European research space. The basic ways of harmonization the Ukraine Science Initiative with European research and innovative area are also explored. The positions of Ukraine in the system of indicators various aspects of information society development are analyzed. In particular, there is found a rating from the first countries in EU that are leaders in the network readiness rating. The dynamic of the digital technologies export in the world in the last few years is submitted and also the dynamic of Ukrainian IT services export. It is explored, that Ukrainian IT industry has an experience in a world-level programme decisions establishment using different technology conceptions. The priorities of support the competitive advantages of IT industry in Ukraine on global markets are emphasized, especially on the EU market.
