ТРАНСФОРМАЦІЯ СЕКТОРНОЇ МОДЕЛІ РОЗВИТКУ У ЗАХІДНОМУ РЕГІОНІ УКРАЇНИ В УМОВАХ НЕСТАБІЛЬНОСТІ
Анотація
Статтю присвячено дослідженню трансформації секторних моделей розвитку областей Західного регіону України (Львівської, Івано-Франківської, Волинської, Рівненської, Закарпатської, Тернопільської, Чернівецької). Секторна модель розвитку національного господарства комплексно відображає організацію економічної системи за технологічною інтенсивністю й суспільними потребами в умовах постіндустріального суспільства, враховує структурно-технологічні зміни національного господарства.
Здійснено оцінювання структурних змін секторних моделей розвитку областей Західного регіону України відповідно до новітніх вимог постіндустріального суспільства в умовах нестабільності. Встановлено, що спільною тенденцією структурних змін у секторних моделях розвитку областей Західного регіону у період 2002 — 2017 рр. є суттєве нарощення питомої ваги четвертинного та п'ятерикового секторів, відносне скорочення третинного сектору, істотне зниження вторинного сектору та зміцнення первинного сектору. Така ситуація свідчить про активне становлення постіндустріального суспільства у Західному регіоні України.

TRANSFORMATION OF SECTORAL MODEL OF DEVELOPMENT AT WESTERN REGION OF UKRAINE IN THE UNSTABLE CONDITIONS
Summary
The article studies the transformation of sectoral models of development of the Western region of Ukraine, such as Lvivska, Ivano-Frankivska, Volynska, Rivnenska, Zakarpattia, Ternopilska, Chernivtska regions. While taking into consideration structural and technological changes in the national economy, the sectoral model of development of the national economy comprehensively reflects the organization of the economic system by the technological intensity and social needs in a post-industrial society.
The assessment of structural changes of sectoral models of development of the Western region of Ukraine in accordance with the latest requirements of post-industrial society in conditions of instability was carried out. It was established that the common features of structural changes in the sectoral development models of the western regions for the period 2002—2017 were a significant increase in the share of the Quaternary and Quinary sectors, a relative reduction of the Tertiary sector, a significant reduction of the Secondary sector, as well as a strengthening of the Primary sector. Ternopilska and Chernivetska regions have established the structure of the sectoral model of development that closely resembles the post-industrial society sectoral model, which means the dominance of the Quaternary and Quinary sectors, stability the Primary sector, and significant reduction the Tertiary sector. This situation indicates the active formation of post-industrial society in the Western region of Ukraine.
The new regional policy should be designed to strengthen the influence of post-industrial factors of economic development on the Ukrainian economy in general, and regions in particular. Application of the innovative methods of decision-making in the regional and structural policies should help to overcome the asymmetry of economic development of regions and destructive trends of structural changes in sectoral models of regional development of Ukraine, as well as to drive regions to the stage of post-industrial development. One of the innovative methods of decision-making is Regional Smart-Specialization, which provides structural changes related to regional diversification in support of innovation in those areas of economic activity that should complement the region's productive assets to increase its potential and to form interregional competitive advantages in the future.
