CТАН ЗОВНІШНЬОГО ДЕРЖАВНОГО БОРГУ В ЕКОНОМІЧНИХ РЕАЛІЯХ УКРАЇНИ: ЙОГО АНАЛІЗ, ПРИЧИНИ І НАСЛІДКИ
Анотація
У статті зроблено дослідження зовнішнього державного боргу. Розкрито сутність поняття "зовнішнього державного боргу" та визначено причини поглиблення боргової заборгованості і наслідки скорочення. Зроблено аналіз тенденцій його зростання.
В умовах глобалізації розвиток міжнародної фінансової системи характеризується значним зростанням обсягів зовнішньої державної заборгованості країн світу. На сьогодні державний борг є органічною складовою фінансових систем переважної більшості країн світу, дієвим інструментом у механізмі макроекономічного регулювання та інструментом реалізації економічної стратегії держави. Залучення коштів для покриття власних потреб держави за допомогою кредитних ресурсів є прийнятною та зумовлено здійснення нею економічною діяльністю. Забезпечуючи функціонування країни, держава формує відносини зовнішнього залучення коштів, які в певному періоді часу, особливо в кризових ситуаціях, сприяють її життєдіяльності та розвитку. Тому важливим інструментом перерозподілу фінансових ресурсів у державі є система державного боргу, зокрема, зовнішнього. Великий зовнішній державний борг лягає важким тягарем на державні фінанси, потребуючи витрати на його управління та обслуговування і, відповідно, на майбутні покоління громадян країни.

THE STATE OF EXTERNAL PUBLIC DEBT IN THE ECONOMIC REALITIES OF UKRAINE: ITS ANALYSIS, CAUSES AND CONSEQUENCES
Summary
The article studies foreign debt. The essence of the concept of "external public debt" is revealed and the reasons for the deepening of debt and the consequences of reduction are identified. An analysis of its growth trends is made.
In the context of globalization, the development of the international financial system is characterized by a significant increase in the volume of external government debt of the countries of the world. External government debt is debt on loans (borrowings) borrowed from foreign sources. It acts as a state's external financial obligations to non-residents. That is, the state acts as a borrower or guarantor of repayment of these loans (loans) by other borrowers. To date, public debt is an organic component of the financial systems of the vast majority of countries in the world, an effective instrument in the mechanism of macroeconomic regulation and an instrument for implementing the state's economic strategy. Attracting funds to cover the state's own needs with the help of credit resources is acceptable and due to its economic activity. In order to ensure the functioning of the country, the state forms relations of external attraction of funds, which in a certain period of time, especially in crisis situations, contribute to its life and development. Therefore, an important instrument of redistribution of financial resources in the state is the system of public debt, in particular, external debt. A large external public debt places a heavy burden on public finances, requiring expenditures on its management and maintenance and, accordingly, on future generations of citizens of the country.
The goal of debt management policy is to maximize the effect of borrowing and to avoid macroeconomic difficulties and balance of payments problems in the future. The overriding goal of managing external debt is to keep the country's external liabilities growing beyond its ability to service debt. Achieving this goal requires the efficient use of borrowed resources. The short-term goal of managing external debt is to regulate the volume of external borrowings so that aggregate demand is consistent with the state of internal and external calculations of the country. Achieving this objective allows external borrowing to be consistent with the overall objectives of macroeconomic policy.
