ОЦІНКА ФАКТОРІВ ВПЛИВУ НА ФУНКЦІОНУВАННЯ ЛОГІСТИЧНОЇ СИСТЕМИ МОЛОКОПЕРЕРОБНИХ ПІДПРИЄМСТВ
Анотація
У статті визначено, що неефективність системи управління та відсутність чіткої стратегії розвитку молокопереробних підприємств потребують інтеграції різних сфер його управлінської діяльності з використанням логістичних підходів. Процес управління логістичною системою значною мірою залежить від багатьох факторів, що прямо чи опосередковано впливають на логістичні бізнес-процеси та результати діяльності підприємства. Досвід провідних молокопереробних підприємств країни свідчить, що нехтування процедурою аналізу факторів впливу на ефективність і результативність функціонування логістичної системи підприємства або його епізодичний характер призводять до збільшення логістичних витрат і обумовлюють загрозу зниження його конкурентоспроможності.
З'ясовано, що логістична складова конкурентоспроможності підприємств набуває особливого значення, враховуючи необхідність забезпечення: гнучкого виробництва та реалізації за рахунок впровадження принципів "точно в термін"; максимізації використання виробничої потужності; оптимізації виробничого часу; мінімізації витрат на внутрішньовиробниче транспортування, складування та пакувальні процеси; екологізації виробництва тощо. Узагальнення матеріалів теоретичних і прикладних досліджень дозволяє виділити певні передумови необхідності формування логістичних систем, які можна згрупувати у комплексні фактори. Серед них: виробничі, ресурсні, ринкові, комунікаційні, політико-правові, соціально-психологічні, науково-технічні. Встановлено, що за сучасних умов господарювання першочергову увагу слід звернути на систему управління діяльністю молокопереробного підприємства, впровадження інтегрованої інформаційної системи, рівень логістичного сервісу. Інші варіанти є також значними, хоча їхня вага дещо менша.

EVALUATION OF FACTORS INFLUENCING THE FUNCTIONING LOGISTICS SYSTEM OF THE DAIRY PROCESSING ENTERPRISES
Summary
The article stipulates that management inefficiencies and lack of a clear development strategy for dairy enterprises need to integrate different areas of its management activities using logistic approaches. Modern economic conditions put the effectiveness of the processing enterprises into a significant dependence on the ability of economic entities to use elements of logistics to achieve their goals. The process of the logistics system is largely dependent on many factors that directly or indirectly affect the logistic business processes and enterprise performance.
The complex functional structure of the internal environment of dairy producers determines the importance of each of the internal factors in the formation of an effective logistics system as an instrument for implementing the main strategy of enterprise development. The experience of the leading milk processing enterprises of the country shows that neglecting the procedure for analyzing the factors affecting the efficiency and effectiveness of the operation of the enterprise's logistics system or sporadic lead to increased logistics costs and causing a threat to reduce its competitiveness.
It was found that the logistic component of the competitiveness of enterprises is particularly important given the need for flexible production and sales by introducing the principles of "just in time"; maximize capacity utilization; optimization of production time; minimize the costs of internal transport, storage and packaging processes etc. Synthesis, theoretical and applied research can provide certain prerequisites need to develop logistics systems that grouped into complex factors. Among them: industrial, resource, market, communication, political and legal, social-psychological, scientific and technical.
Evaluation of the priorities in the management of the logistics system in enterprises conducted in order to identify priority areas of improvement and possible restrictions that affect this process. Selecting each option assess priorities in managing the logistics system in enterprises sector was carried out by using the analytic hierarchy process. It was established that in modern conditions of management the first priority should be paid to the system of management of the activity of the dairy processing enterprise, the introduction of an integrated information system, and the level of logistic service. Other options are also significant, although their importance is smaller.
