СУТНІСТЬ ФІСКАЛЬНО-РЕГУЛЯТОРНОГО ПОТЕНЦІАЛУ БЮДЖЕТНОЇ ПОЛІТИКИ

Анотація

Метою статті є з'ясування сутності фіскально-регуляторного потенціалу бюджетної політики. За результатами аналізу поглядів науковців до трактування сутності поняття "потенціал" визначено, що основними домінантами останнього є: ресурси, умови, можливості та здатність. У розрізі ідентифікованих форм прояву потенціалу осмислено сутність фіскально-регуляторного потенціалу бюджетної політики. Доведено, що під ним варто розуміти гносеологічно-функціональну характеристику бюджетної політики, яка проявляється через конгломерат: ресурсів бюджетного механізму; умов, в яких формується та реалізується бюджетна політика; можливостей у контексті реальності досягнення поставленої мети через дію управлінського впливу; а також здатності суб'єктів формування та реалізації бюджетної політики до ефективної управлінської діяльності. Серед перспектив подальших розвідок запропоновано визначення принципів формування фіскально-регуляторного потенціалу бюджетної політики.

THE ESSENCE OF THE FISCAL AND REGULATORY POTENTIAL OF BUDGET POLICY

Summary

The purpose of the article is to clarify the essence of the fiscal and regulatory potential of budget policy. According to the results of the analysis of the views of scientists to the interpretation of the essence of the concept of "potential" it is determined that the main dominant are: resources, conditions, opportunities and abilities. In the context of identified forms of manifestation of potential, the essence of the fiscal and regulatory potential of budget policy is comprehended. It is proved that under it it is necessary to understand the epistemological-functional characteristic of budget policy, which manifests itself through a conglomerate: the resources of the budget mechanism; the conditions in which fiscal policy is being formed and implemented; opportunities in the context of the reality of achieving the goal through the effect of managerial influence; as well as the ability of subjects to formulate and implement budget policy towards effective management. Among the prospects for further explorations, it is proposed to determine the formation principles of fiscal and regulatory potential of budget policy.
