МОНІТОРИНГ ТА ОЦІНКА ЯК ГОЛОВНІ ІНСТРУМЕНТИ МЕХАНІЗМУ УПРАВЛІННЯ РОЗВИТКОМ РЕГІОНАЛЬНОЇ ІНФРАСТРУКТУРИ
Анотація
У статті обгрунтовано необхідність та доцільність проведення моніторингу та оцінки управління розвитком інфраструктури регіону. Наведено типи моніторингу: моніторинг ситуації та моніторинг процесу. Наведено принципи, за якими має проводитися моніторинг. Підкреслено, що оцінювання є невід'ємною специфічною складовою управління й перелічені його завдання. Зауважується, що моніторинг та оцінювання представляють собою інструменти механізму управління розвитком інфраструктурного забезпечення регіону. Обгрунтовано застосування комплексного підходу до проведення оцінювання управління розвитком інфраструктури, названо його критерії: комплексність, швидкість, точність, універсальність. На підставі проведених досліджень розроблено спосіб комплексної оцінки управління інфраструктурним забезпеченням регіону. Для найбільш повної і достовірної оцінки пропонується використовувати системний підхід, що забезпечить максимальний облік елементів, що складають транспортний потенціал регіону, виявить його потенційні можливості. Підкреслюється важливість та необхідність визначення секторів оцінювання. На основі проведеного експертного оцінювання пропонуються відповідні сектори та наводиться стисла їх характеристика. Дослідження існуючих методик оцінки управління інфраструктурою, дозволили виділити ряд індикаторів (показників), що характеризують результати управління транспортною інфраструктурою регіону за визначеними секторами. Запропоновано визначення стану управління розвитком інфраструктурного забезпечення регіону, котре грунтується на різниці площ прямокутників: між площею ідеального стану і фактичними результатами оцінки. Прямокутник оцінки дозволяє наочно продемонструвати рівень стану управління розвитком інфраструктурного забезпечення регіону для прийняття управлінських рішень.

MONITORING AND ESTIMATION AS MAIN TOOLS OF THE MECHANISM OF MANAGEMENT DEVELOPMENT OF THE REGIONAL INFRASTRUCTURE
Summary
The necessity of realisation monitoring of management is reasonable by development of an infrastructure of region in the article. Monitoring types are resulted: monitoring of a situation and process monitoring. Principles according to which monitoring should be carried out are resulted. It is underlined that estimation is the integral specific component of management and its problems are transferred. It is noticed that monitoring and estimations represent tools of a controlling mechanism development of infrastructural maintenance of region. Application of the complex approach to realisation of estimation of management by infrastructure development is reasonable, its criteria are named: integrated approach, speed, accuracy, universality. On the basis of the conducted researches the image of a complex estimation of management is developed by infrastructural maintenance of region. For the most complete and authentic estimation it is offered to use the system approach which will supply the maximum account of elements which make transport potential of region, will reveal its potential possibilities. Importance and necessity of definition of sectors of estimation is underlined. On the basis of the conducted expert estimation corresponding sectors are offered and their short characteristic is resulted. Research of existing techniques of an estimation of management by an infrastructure, have allowed to allocate a number of indicators (indicators) that results of management of a transport infrastructure of region behind certain sectors characterise. Statusing of management by development of infrastructural maintenance of region which is based on distinction of the areas of rectangles is offered: between the area of an ideal condition and actual results of an estimation. The estimation rectangle allows to demonstrate visually level of a condition of management of development of infrastructural maintenance of region for acceptance of administrative decisions.
