ДОСЛІДЖЕННЯ ПРАКТИКИ РЕФОРМУВАННЯ РЕГІОНАЛЬНОЇ ІНФРАСТРУКТУРИ

Анотація

У статті розглянуто сучасні методи управління регіональною інфраструктурою, наведено причини й наслідки неефективної інфраструктури. На основі проведеного історичного аналізу ходу проведення процесу приватизації, наведені виникаючі проблеми управління, підкреслено необхідність ураховувати особливості регіонів при проведенні процесу приватизація й реструктуризації підприємств інфраструктури.
Статистичні дані про обсяги приватних інвестицій показали їхній напрям, а також країни, які їх одержали, що дає підстави стверджувати про корисний вплив процесу приватизації на розвиток інфраструктури країн, що розвиваються.
У статті також приводяться основні вимоги, до послуг інфраструктури при побудові нової парадигми, підкреслюється, що не існує ніякої універсальної моделі реформування. Кожна програма реструктуризації й приватизації повинна враховувати чітко виражені особливості кожного сектору, а також економічні, інституціональні, соціальні й політичні особливості країни.
На основі розгляду практики управління інфраструктурою в розвинених країнах й країнах, що розвиваються, запропоновані заходи ефективної реалізації програми реформування інфраструктури регіону, які грунтувалися б на обліку особливостей регіону, грунтовному аналізі вибору форми передачі державної власності, а також оцінці видатків і наслідків проведення реформування регіональної інфраструктури країни.

THE PRACTICE OF REFORMING OF A REGIONAL INFRASTRUCTURE IS RESEARCH

Summary

The modern management methods are considered by a regional infrastructure, the reasons and consequences of an inefficient infrastructure are produced in the article. On the basis of the conducted historical analysis of a course of realisation of process of privatisation, arising problems of management are resulted, necessity to consider feature of regions is underlined at realisation of process privatisation and re-structurings of the enterprises of an infrastructure.
Statistical data about volumes of private investments has shown their direction, and also the countries which have received them that has given the grounds to confirm about useful influence of process of privatisation on development of an infrastructure of developing countries.
In the article the basic requests presented to services of an infrastructure at construction of a new paradigm also are resulted, is underlined that there is no universal model of reforming. Each program of re-structuring and privatisation should consider accurately expressed features of each sector, and also economic, institutional, social and political features of the country.
On the basis of consideration of practice of management by an infrastructure in developed and developing countries actions of effective realisation of the program of reforming of an infrastructure of region which would be based on the account of features of region, the thorough analysis of a choice of the form of transfer of a state ownership, and also an estimation of costs and consequences of realisation of reforming of a regional infrastructure of the country are offered.
