Анотація
У статті розглянуто правові засади державного управління фізичною культурою та спортом на регіональному рівні. Досліджено зміст понять "функція" та "повноваження" та особливості їх понятійного взаємозв'язку. Визначено зміст та сутність функцій та повноважень органів державної виконавчої влади в сфері фізичної культури та спорту на регіональному рівні, відділів з питань фізичної культури та спорту виконавчих комітетів місцевих рад.

Summary
The article considers the legal foundations of public administration physical culture and sports at the regional level. Investigated the content of the concepts of "function" and "authority" and the peculiarities of their conceptual relationship. Define the content and essence of the functions and powers of the bodies of the state Executive power in the sphere of physical culture and sports at the regional level, departments on Affairs of physical culture and sports of the Executive committees of local councils.
