ДЕРЖАВНА СОЦІАЛЬНА ДОПОМОГА ЯК ЕЛЕМЕНТ СИСТЕМИ СОЦІАЛЬНОГО ЗАХИСТУ НАСЕЛЕННЯ: РЕАЛІЇ ТА ПЕРСПЕКТИВИ УДОСКОНАЛЕННЯ
Анотація
Автором статті визначено складові елементи системи соціального захисту населення. Доведено відмінність "соціальної допомоги" від "соціального забезпечення". Уточнено визначення поняття "державна соціальна допомога". Досліджено особливості надання державної соціальної допомоги як складового елементу системи соціального захисту населення України. Наведено умови отримання державної соціальної допомоги. Визначено види державної соціальної допомоги, форми та джерела фінансового забезпечення. Виявлено основні тенденції у наданні державної соціальної допомоги в Україні. Виділено проблемні питання та перспективи удосконалення надання окремих видів державної соціальної допомоги в умовах обмеженості бюджетних ресурсів, зокрема, допомоги сім'ям з дітьми, допомоги громадянам, що перебувають у складних життєвих обставинах, субсидій.

STATE SOCIAL ASSISTANCE AS AN ELEMENT SYSTEM OF SOCIAL PROTECTION: REALITIES AND PERSPECTIVES FOR IMPROVEMENT
Summary
The author of the article defines the constituent elements of the social protection system. It is proved the difference between "social assistance" from the "social security". It is clarified the definition of "state social assistance". It is researched the features of public social assistance as a constituent element of the social protection system in Ukraine. It is showed the conditions of state social assistance. It is defined the types of state social assistance, forms of provision and sources of financial support. It is analyzed the basic trends in the provision of state social assistance to Ukraine. The author singled problems and perspectives of improvement provision of certain types of state social assistance in with limited budget resources, assistance to families with children, assistance to citizens who are in difficult life situations, subsidy.
