ДЕРЖАВНЕ УПРАВЛІННЯ ІННОВАЦІЙНИМ ПІДПРИЄМНИЦТВОМ: РЕГУЛЮВАННЯ ОНОВЛЕННЯ ІНСТИТУЦІОНАЛЬНОГО СЕРЕДОВИЩА ТА ІНВЕСТИЦІЙНОГО СТИМУЛЮВАННЯ В УМОВАХ COVID-19
Анотація
У статті розглянуто державне управління інноваційним підприємництвом, зокрема регулювання оновлення інституціонального середовища та інвестиційного стимулювання в умовах COVID-19. Доведено, що визначення детермінантів державного регулювання інноваційним підприємництвом в умовах трансформації національної економіки передбачає ключову роль держави у такому процесі. Держава в умовах оновлення інституціонального середовища та COVID-19 повинна стимулювати розвиток інноваційної діяльності у стратегічно важливих для національної економіки секторах промисловості, через підтримку інноваційних проєкті у оборонній, медичній, аграрній, фармацевтичній сферах. У таких сферах існує необхідність розвитку галузевих інноваційних кластерів у межах окремих територій, активізації інфраструктурного забезпечення та пошуку інвестицій для стимулювання сітьових організацій. Для організаційної підтримки галузевих інноваційних кластерів існує необхідність розподілу функціональних обов'язків між державними та місцевими органами влади в частині законодавчого упорядкування, контролю, інвестиційного забезпечення роботи кластеру.

PUBLIC ADMINISTRATION OF INNOVATIVE ENTREPRENEURSHIP: REGULATION OF INSTITUTIONAL ENVIRONMENT RENEWAL AND INVESTMENT INCENTIVES UNDER COVID-19
Summary
The article considers the state management of innovative entrepreneurship, in particular the regulation of institutional environment renewal and investment incentives in the conditions of COVID-19. It is proved that the definition of the determinants of state regulation by innovative entrepreneurship in the conditions of transformation of the national economy assumes the key role of the state in such a process. The state has all the levers of influence on innovative entrepreneurship and the institutional environment, it appears as an object with a set of powers in the field of ensuring the implementation of public policy. Due to state influence, it is possible to pursue a policy to guarantee the demand for domestic innovations (especially in budget-generating industries). Using the executive, judicial and legislative branches of government, the state can regulate innovation policy, judicial protection of entrepreneurs and implement innovation policy at all levels of the economy. The creation of innovative infrastructure elements and the improvement of the institutional environment of innovative entrepreneurship are integral areas of such a policy. The state in terms of renewal of the institutional environment and COVID-19 should stimulate the development of innovation in strategically important for the national economy sectors of industry, by supporting innovative projects in the defense, medical, agricultural, pharmaceutical spheres. In such areas, there is a need to develop sectoral innovation clusters within individual territories, intensify infrastructure and seek investment to stimulate network organizations. The goal of clustering should be achieved by streamlining the interaction of cluster stakeholders, which are geographically close to each other, provided with access to innovation potential, which will guarantee them minimal transaction and transformation costs. For organizational support of sectoral innovation clusters, there is a need to divide the functional responsibilities between state and local authorities in terms of legislation, control, investment support of the cluster.
