СТРАТЕГІЯ ЕКОНОМІЧНОЇ ІНТЕГРАЦІЇ РЕГІОНІВ

Анотація

У статті розглядаються питання стратегії економічної інтеграції деяких регіонів світу. Проблема вироблення стратегії регіональної інтеграції значно загострилася у зв'язку з суперечливими трендами, котрі реалізуються у сучасному глобалізованому світі. Світова економічна криза, спричинена серед іншого коронавірусної пандемією та глобальною перебудовою економічної системи, примушує задуматися про формування деталізованої концепції регіональної інтеграції. Досліджено актуальну наукову літературу, у якій серед іншого вказано, що створення нової стратегії регіональної інтеграції та її втілення є складним процесом, котрий повинен супроводжуватися систематичними змінами та підтримкою з боку влади. Крім цього, деякі експерти наголошують на тому, що виникла необхідність удосконалення інструментарію стратегічного планування як на національному, так і на місцевому рівнях. Проаналізовано досвід ЄС, Карибського регіону, Західної Африки. Розкрито практику регіональної інтеграції ЄС. У цій співдружності вжито серйозних заходів для покращення спроможності національних урядів здійснювати регіональне співробітництво, зокрема шляхом з'ясування управлінських повноважень урядових агентів.
Автор встановив, що успішна економічна інтеграція, заходи щодо підвищення конкурентоспроможності повинні розроблятися на різних організаційних рівнях, носити науковий характер. Регіональний рівень у процесі інтеграції є сполучною ланкою, конкурентні переваги якої будуть сприяти створенню умов підвищення ефективності діяльності господарюючих суб'єктів. Очевидно, підвищення конкурентоспроможності регіональної економіки забезпечується збалансованістю дій господарюючих суб'єктів і державних органів влади щодо створення конкурентних переваг на основі наявних факторів виробництва (промисловий і людський потенціал, екологія та інфраструктура). Зроблено висновок, що нарощування можливостей використовувати детермінанти стимулювання виробництва (інвестиції, інновації, розвиток пов'язаних і підтримуючих галузей, адекватна аграрна політика) і здатності формувати умови для активізації виробництва відіграють велику роль у регіональній інтеграції.

STRATEGY OF ECONOMIC INTEGRATION OF REGIONS

Summary

The article considers the issues of economic integration strategy of some regions of the world. The problem of developing a regional integration strategy has become much more acute due to the contradictory trends that are taking place in today's globalized world. The global economic crisis, caused, among other things, by the coronavirus pandemic and the global restructuring of the economic system, makes us think about the formation of a detailed concept of regional integration. The current scientific literature has been studied, which, among other things, states that the creation of a new strategy for regional integration and its implementation is a complex process that must be accompanied by systematic changes and support from the authorities. In addition, some experts emphasize the need to improve strategic planning tools at both the national and local levels. The experience of the EU, the Caribbean, and West Africa is analyzed. The practice of EU regional integration is revealed. The union has taken significant steps to improve the capacity of national governments to cooperate regionally, in particular by clarifying the managerial powers of government agents.
The author established that successful economic integration, measures to increase competitiveness should be developed at different organizational levels, be of a scientific nature. The regional level in the process of integration is a link, the competitive advantages of which will help to create conditions for improving the efficiency of economic entities. Obviously, increasing the competitiveness of the regional economy is ensured by the balanced actions of economic entities and public authorities to create competitive advantages based on existing factors of production (industrial and human potential, environment and infrastructure). It is concluded that increasing the ability to use the determinants of stimulating production (investment, innovation, development of related and supporting industries, adequate agricultural policy) and the ability to create conditions for revitalization of production play a major role in regional integration. To implement the principles of regional integration and regional development, it is necessary to study the existing problems, to adequately assess the capabilities of a region. All this may be the subject of future scientific research.
