ФУНКЦІОНАЛИ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО МЕХАНІЗМУ РОЗВИТКУ АПК РЕГІОНІВ

Анотація

У статті обгрунтовано функціонали організаційно-економічного механізму розвитку АПК регіонів. Встановлено, що організаційна складова організаційно-економічного механізму передбачає виконання таких функцій щодо розвитку АПК регіонів, як: управління, контролю, планування, координації, регламентуюча та інтеграційна функцій. Організаційна складова повинна забезпечувати взаємозв'язок та взаємодію між сферами, суб'єктами АПК, місцевою та державною владою. До економічної складової механізму відносяться: фінансова, компенсаційна, інноваційна, соціальна, оцінювання та прогнозування, споживча функція організаційно-економічного механізму. Економічна складова спрямована на забезпечення процесу розвитку АПК регіонів та держави в цілому.
Обгрунтовано, що функціонали організаційно-економічного механізму розвитку АПК регіонів одночасно виступають як самостійними, так і є об'єднаними між собою цілями розвитку АПК регіонів та його суб'єктів. Спрямованість функціоналів організаційно-економічного механізму розвитку АПК регіонів на вирішення конкретних завдань та досягнення поставлених цілей сприяють отриманню позитивного ефекту від дії всього механізму. Функціонали організаційно-економічного механізму розвитку АПК мають об'єктивний характер та обумовлені цілями розвитку АПК регіонів, а також є відносно самостійними та однорідними.

FUNCTIONS OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM FOR THE DEVELOPMENT OF AIC THE REGIONS

Summary

The article substantiates the functionalities of the organizational and economic mechanism for the development of agroindustrial region complexes. It was established that the organizational component of the organizational and economic mechanism involves performing such functions in relation to the development of the agroindustrial region complex, such as: management, control, planning, coordination, and regulating and integration functions.
Organizational component should provide interconnection and interaction between spheres, subjects of agrarian and industrial complex, local and state authorities. The economic component of the mechanism include: financial, compensation, innovation, social, evaluation and forecasting, consumer function of the organizational and economic mechanism.
The economic component is aimed at ensuring the process of development of agroindustrial region complexes and the state as a whole.
It is substantiated that the functional of the organizational and economic mechanism of development of agroindustrial region complexes simultaneously act as separate and united with each other goals of development of agroindustrial region complex and its subjects. The focus of functional organizational and economic mechanism of regional agroindustrial development to solve specific problems and achieve their goals contributes to reap the benefits of all the action mechanism. Functional of organizational and economic mechanism of agroindustrial development with the objective nature and objectives due to agricultural development regions are relatively independent and homogeneous.
