ІНСТИТУЦІОНАЛЬНІ СКЛАДОВІ ФІНАНСОВОЇ БЕЗПЕКИ ДЕРЖАВИ

Анотація

Трансформаційні процеси в Україні, які пов'язані з євроінтеграційним спрямуванням політики держави, в сукупності з кризовою макроекономічною та політичною ситуацією сприяють посиленню загроз економічній та, зокрема, фінансовій безпеці держави. Особливо актуальними є проблеми фінансової безпеки, оскільки рівень інституціоналізації вітчизняної фінансової системи в порівнянні з європейськими країнами доволі низький.
Мета статті полягає в дослідженні інституціональних складових фінансової безпеки держави та їх впливу на інституціональні імперативи соціально-економічних та фінансових відносин в Україні.
Основними проблемами інституціональних складових, що відбиваються на фінансовій безпеці держави та порушують баланс інтересів учасників фінансово-економічних відносин, є: залежність судової системи від політичних факторів та одночасне невизнання суспільством обов'язковості виконання законів, неефективність спрямування державних видатків, відсутність дієвих механізмів захисту прав власності (як фізичної так і інтелектуальної) і т. д.
Негативний вплив проблем інституціональних складових фінансової безпеки держави на формування інституціональних імперативів у соціально-економічних та фінансових відносинах можливо нівелювати шляхом збалансування інтересів держави, бізнесу та суспільства.

INSTITUTIONAL COMPONENTS OF STATE FINANCIAL AND ECONOMIC SAFETY

Summary

The transformation processes in Ukraine related to the European integration policy direction, together with the macroeconomic crisis and political situation contributed to increasing threats to economic and in particular financial security.
Particularly relevant are issues of financial security, as the level of institutionalization of the domestic financial system compared with European countries is quite low.
The purpose of the article is to study the institutional components of financial security and their impact on the institutional imperatives of socio-economic and financial relations in Ukraine.
The main problems of institutional components that affect the financial security of the state and violate the balance of interests of financial and economic relations are: the dependence of the judiciary on political factors and the simultaneous lack of recognition of laws necessity by society, ineffectiveness of directing of public spending, lack of effective mechanisms to protect property rights (both physical and intellectual), and so on.
The negative impact of the problems of institutional components of the financial security of the state on the formation of institutional imperatives of socio-economic and financial relations may be neutralized by balancing the interests of the state, business and society.
