ОРГАНІЗАЦІЙНО-ФУНКЦІОНАЛЬНИЙ МЕХАНІЗМ СТРУКТУРНОГО РЕФОРМУВАННЯ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ: ТЕОРЕТИЧНІ Й МЕТОДОЛОГІЧНІ ОСНОВИ ФОРМУВАННЯ
Анотація
У статті обгрунтовано необхідність удосконалення підходів до формування організаційно-функціонального механізму структурного реформування національної економіки як передумови удосконалення її структури. Визначено теоретико-методологічні засади побудови механізму структурного реформування економіки з виділенням специфіки його організаційної і функціональної складової. Ідентифіковано проблеми формування ефективного організаційно-функціонального забезпечення структурного реформування економіки України. Наголошено, що організаційно-функціональний механізм структурного реформування національної економіки доцільно розглядати в двох аспектах: як механізм організаційно-функціонального забезпечення формування і підтримки в актуальному стані цілісної системи структурного реформування національної економіки з виділенням окремих організаційно-функціональних підсистем в єдиному управлінському процесі; як сукупність функціональних механізмів розв'язання проблем і досягнення окремих цілей структурування економіки. З урахуванням проблемних аспектів структурного реформування економіки України, наведено підходи щодо удосконалення формування його організаційно-функціонального механізму.

ORGANIZATIONAL AND FUCTIONAL MECHANISM OF THE NATIONAL ECONOMY SRTUCTURAL REFORMING: THEORETICAL AND METHODOLOGICAL BACKGROUNDS TO FORMATION
Summary
The necessity of improvement of the approaches to the formation of the organizational and functional mechanism of the national economy structural reforming as a background of its structure improvement is studied in the paper. The theoretical and methodological backgrounds to the formation of the structural reforming mechanism distinguishing the specifics of its organizational and functional component are defined. The issues of formation of the effective organization and functional provision of Ukraine's economy structural reforming are identified. It is emphasized that the organization and functional mechanism of the national economy structural reforming should be considered as the following: as the mechanism of the organization and functional provision of the formation and support in the current status of the entire system of the national economy structural reforming distinguishing the certain organization and the functional subsystems in the integrated managerial process; as a complex of the functional mechanisms of the problems solution and achieving of the certain objectives of the economy structuring. Taking into consideration the challenging issues of the structural reforming of the economy of Ukraine the approaches towards the improvement of the formation of its organizational and functional mechanism are discussed.
