КОМПЛЕКС НОРМАТИВНО-ЗАКОНОДАВЧИХ ПРОПОЗИЦІЙ ЩОДО ВПРОВАДЖЕННЯ ЕКОСИСТЕМНОГО ПІДХОДУ В УПРАВЛІНСЬКУ ПРАКТИКУ
Анотація
Нагальна потреба в формуванні інституціональних умов для впровадження екосистемного підходу в практику господарювання актуалізує розроблення конкретних рекомендацій органам державної влади в Україні. З огляду на це, у статті вперше представлено систематизований масив науково-прикладних пропозицій та законодавчих ініціатив по реформуванню системи екологічного управління на екосистемних засадах із урахуванням загальних процесів децентралізації та євроінтеграції. Для наочності й чіткості розуміння цих пропозицій їх згруповано в два блоки. У першому блоці запропоновано науково-прикладні рекомендації з означеної тематики, а у другому блоці — доповнення до чинних нормативно-правових актів у сфері екологічного законодавства з позиції унормування процесу збалансованого управління екосистемами, адресованих центральним органам влади.
Визначено, що розроблений авторський комплекс науково-практичних рекомендацій центральним органам влади та його сприйняття у вищих ешелонах виконавчої та законодавчої влади в підсумку надасть поштовх відповідним активним діям, закладаючи нормотворчі основи формування інституціонального середовища по впровадженню екосистемного підходу в господарську практику, що сприятиме підвищенню ефективності використання природно-ресурсного потенціалу, належного соціально-територіальним спільностям.

COMPLEX OF REGULATORY AND LEGISLATIVE PROPOSALS REGARDING THE IMPLEMENTATION OF THE ECOSYSTEM APPROACH IN MANAGEMENT PRACTICE
Summary
The ecosystem approach from the management point of view is interpreted as a comprehensive adaptive management approach to balancing the key characteristics of ecosystems and public nature management to achieve both sustainable management and sustainable ecosystem capacity by ensuring their reproducibility in functional production of goods and services to meet current and future needs. One of the central positions of the introduction of the ecosystem approach in all areas of socio-economic development of the state is the active involvement of stakeholders in the process of balanced ecosystem management at all its hierarchical levels, starting from the grassroots level — territorial groups. European experience convincingly shows that the achievement of the goals of sustainable spatial development is ensured through the full mobilization of all types of local resources, in particular by taking into account the value of ecosystem assets and ecosystem services they produce in the interests of local communities. This approach provides an opportunity to identify the range of ecosystem services from the standpoint of their economic feasibility and include them as a commodity in economic circulation and, accordingly, in the system of management decisions in Ukraine. The solution of this problem actualizes the development of specific recommendations to public authorities to initiate the necessary regulatory and legal measures.
With this in mind, the article for the first time presents a systematized array of scientific and applied proposals and legislative initiatives to reform the environmental management system on an ecosystem basis, taking into account the general processes of decentralization and European integration. To clarify the understanding of these proposals, they are grouped into two blocks. The first block offers scientific and applied recommendations on this topic, and the second block — additions to existing regulations in the field of environmental legislation from the standpoint of regulating the process of balanced ecosystem management, addressed to central authorities.
It is hoped that the developed author's set of scientific and practical recommendations to central authorities and its adoption in the highest echelons of executive and legislative power will eventually give impetus to appropriate action, laying the foundations for institutionalization of the ecosystem approach to economic practice and promote efficiency of use of natural resource potential belonging to social and territorial communities.
