МАТЕРІАЛЬНІ ЧИННИКИ ЗОВНІШНЬОЇ ТРУДОВОЇ МІГРАЦІЇ

Анотація

Визначено вплив оцінок рівня оплати праці в Україні та у країнах Західної Європи на настрої українських зовнішніх трудових мігрантів різних вікових категорій, а також значення уявлень про можливості кар'єрного зростання для ухвалення рішення про виїзд у пошуках роботи. Охарактеризовані основні чинники, які спонукають до зовнішньої трудової міграції українських працівників із різних регіонів держави. Підкреслено залежність темпів і масштабів зовнішньої трудової міграції від економічної політики українських урядів. Висвітлено ставлення зовнішніх трудових мігрантів до змісту праці та конкурентної боротьби на ринку трудових ресурсів. Проаналізована динаміка ставлення молоді до виїзду поза межі України на постійне місце проживання. Окреслена залежність міграційних настроїв від оцінок рівня життя та можливостей самореалізації працівників в Україні та поза межами держави.

MATERIAL REASONS OF EXTERNAL LABOUR MIGRATIONS

Summary

The study of modern migration processes is closely related to determining the motivational priorities of external migrant workers. This approach is based on the ability to determine the state of affairs in the labor market of a country, the level of training of qualified professionals and their ability to participate in global competition, as well as attitudes to the content of work and the use of workers, including opportunities for retraining. It is studied that the main factors that determined the material component of motivation of external labor migrants are awareness of working conditions and wages, business organization, protection of legal rights and interests of entrepreneurs, as well as stability of economic development and transparent business conditions. Comparison of working conditions and wages and costs in some European countries and Ukraine has formed a belief in the prospects of working abroad. There has been an increase in the number of migrants who have focused their efforts on securing legal employment outside Ukraine. After Ukraine received a visa-free regime with EU countries, a growing number of Ukrainian labor migrants have become convinced that doing business in some European countries is more promising than in Ukraine. Under the influence of European realities, a demand was formed to ensure a stable business environment. Such stability was primarily associated with progressive economic development and stability in the field of political activity. The latter was related to limiting the influence of large financial and industrial groups on the highest echelons of power in Ukraine in order to counter competitors. The use of political levers as a means of competition has acquired a negative connotation precisely under the influence of beliefs formed in the course of work in the EU. Thus, the material component of the motivation of external labor migrants is no longer limited to the desire to receive higher wages abroad. It already includes factors that determine the ability to dispose of earned money and conduct business freely. This, in turn, puts on the agenda the creation of a favorable business environment for small and medium-sized enterprises, which will be protected from the destructive influence of significant financial and industrial groups.
