МОДЕРНІЗАЦІЯ ПРОДОВОЛЬЧИХ СИСТЕМ З МЕТОЮ ЗАБЕЗПЕЧЕННЯ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ ТА ЯКІСНОГО ХАРЧУВАННЯ
Анотація
В статті досліджено процес функціонування продовольчих систем з метою розробки напрямів їх модернізації у цілях забезпечення продовольчої безпеки та якісного харчування, враховуючи вплив визначальних детермінант формування продовольчого потенціалу. Визначено напрями трансформації продовольчих систем щодо забезпечення нівелювання негативного впливу визначальних детермінант формування продовольчого потенціалу, зокрема: реалізація гуманітарних програм у постраждалих від конфліктів та війн регіонах; зміцнення несприйнятливості до впливу негативних економічних зовнішніх факторів; підвищення стійкості до зміни клімату; заходи по зниженню вартості харчових продуктів на усіх етапах ланцюга створення вартості продовольства; зміна споживчої поведінки та харчового раціону; вирішення проблем структурної нерівності. Рекомендовано конкретні кроки в рамках всього процесу модернізації продовольчих систем.

THE IMPACT OF MIGRATION ON FOOD SECURITY AND AGRICULTURE
Summary
There is no general progress in the world in addressing Goal 2.1 of Sustainable Development Goal 2 (Zero hunger) or in meeting SDG Goal 2.2 (End all forms of malnutrition). Therefore, the world is experiencing a turning point not only because we need to address the major problems of hunger, food insecurity and all forms of malnutrition, but also because in a visually exposed vulnerabilities in our food systems, we have the opportunity to enter a new quality level and ensure timely achievement of the SDGs 2. The article examines the process of functioning of food systems in order to develop directions for their modernization in order to ensure food security and quality nutrition, taking into account the influence of determinants of food potential. The directions of transformation of food systems to ensure the leveling of the negative impact of the determinants of food capacity building are identified, namely: development and implementation of humanitarian programs in the regions affected by conflicts and wars; strengthening the insensitivity of the most vulnerable segments of the population to the impact of negative economic external factors; increasing resilience to climate change at all stages of the food value chain; measures to reduce the cost of food at all stages of the food value chain; changing consumer behavior and diet to one that is beneficial to human health and has a positive impact on the environment; solving the problems of structural inequality through the implementation of inclusive measures taking into account the interests of the poor. The main policy courses and goals are substantiated for each of the six areas. Specific steps are recommended within the whole process of modernization of food systems, including: in-depth analysis of the situation taking into account the specifics of the conditions; formation of agreed cross-sectoral sets of policy, investment and legislation measures, including catalysts that accelerate the transformation process; implementation of a set of measures subject to the necessary monitoring and evaluation, as well as the availability of existing accountability mechanisms.
