ДЕРЖАВНА ПІДТРИМКА КОНКУРЕНТОСПРОМОЖНОСТІ АГАРНИХ ПІДПРИЄМСТВ

Анотація

Проаналізовано основні фактори впливу на конкурентоспроможності аграрних підприємства. Проведений аналіз фактичної ємності внутрішнього продовольчого ринку та самозабезпечення продовольством та визначені основні негативні тенденції продовольчої безпеки. Згруповано фактори формування конкурентоспроможності підприємства, у розрізі керованих і некерованих. Обгрунтована необхідність фінансової підтримки підприємств в сільському господарстві. Проаналізована динаміка показників державної підтримки розвитку аграрних підприємств, виокремлено проблемні моменти, що впливають на зменшення ефективності державної підтримки. Запропоновано складові програми державної підтримки серед яких провідне місце займають: визначення стратегічних цілей на довгострокову та середньострокову перспективу; обгрунтування принципів і механізмів реалізації програми кредитування; законодавче та нормативне забезпечення реформування системи кредитування; визначення джерел фінансових ресурсів для реалізації програми.

STATE SUPPORT FOR THE COMPETITIVENESS OF AGRICULTURAL ENTERPRISES

Summary

The subject of the study was the state support for the competitiveness of agar enterprises, obstacles and conditions that ensure the competitiveness of the enterprise and components of the state support program. The purpose of the article is to substantiate the scientific basis for the formation of state support for the competitiveness of agricultural enterprises. The theoretical and methodological basis of the study were the works of domestic and foreign scientists and used such research methods as analysis, comparative analysis, monograph.
Results of work. The main factors influencing the competitiveness of agricultural enterprises are analyzed. The main tasks of the state policy of competitiveness of agar enterprises are investigated. It is determined that an important component of the country's food security is to meet the consumer needs of the population with food products of domestic producers and the rational use of food. The analysis of the actual capacity of the domestic food market and food self-sufficiency is carried out. The main negative trends of food security have been identified, which include food imbalance, reduction of own production, growth of imports in almost all food groups, economic unavailability of food. Factors of formation of competitiveness of the enterprise, in a cut of managed and unmanaged are grouped. The necessity of financial support of enterprises in agriculture as a tool of state regulation of agriculture is substantiated, which includes measures to stimulate the development of agriculture in order to increase the competitiveness of enterprises in the agricultural sector. The dynamics of indicators of state support for the development of agricultural enterprises is analyzed, the problematic moments that affect the reduction of the effectiveness of state support are highlighted. The components of the state support program are proposed, among which the leading ones are: definition of strategic goals for the long-term and medium-term perspective; substantiation of principles and mechanisms of realization of the crediting program; legislative and regulatory support for credit system reform; identification of sources of financial resources for the implementation of the program.
