ДЕРЖАВНА СОЦІАЛЬНА ПОЛІТИКА УКРАЇНИ

Анотація

У статті розглянуто мету, принципи та основні засади соціальної політики та проаналізовано соціальну ситуацію в країні. Вказано компоненти, які фахівці вносять до атрибутів державної соціальної політики та які дають змогу чітко визначити, що є державною соціальною політикою. Досліджено пенсійну систему України як складову соціальної політики держави, проаналізовано доходи та видатки Пенсійного фонду країни. У роботі наведено два основних підходи до реалізації соціальної політики країни: державний патерналізм та ліберальна модель.
Наведено перспективну модель соціальної політикиУкраїни та виокремлено основні її складові. Наведено досвід проведення соціальної політики в країнах Центральної та Східної Європи та детально описано два етапи, які є характерними для соціальної політики цих країн.

STATE SOCIAL POLICY OF UKRAINE

Summary

Today in Ukraine there is no single law that would define the purpose, principles and basic principles of social policy. There are many models for implementing social policy, but the most common are two main approaches: state paternalism and the liberal model.
Ukraine's pension system as a component of the state's social policy guarantees a certain degree of social protection to all elderly citizens, provides a higher rate of substitution (ratio of pension to wages) for low-wage people, ie redistribution of income from high-income categories is realized. grows annually due to inflation and the gradual rise of social standards such as the subsistence level and the minimum wage. In order to support the citizens of Ukraine and business during the quarantine measures to prevent the spread of COVID-19 in Ukraine in 2020 and 2021, the assistance of private individuals was paid, respectively UAH 3,603 million. and UAH 201 million.
PFU incomes are the basis for the operation of the minimum wage of Ukrainian citizens is gradually increasing every year, which may indicate that the standard of living of Ukrainians is improving to some extent. Also, increasing wages will help partially reduce unemployment and prevent migration from the country, which will ensure the future filling of PFCs, as the minimum pension barely meets the minimum needs of respectable age. European Union experience shows that sustainable and comprehensive development creation of comfortable conditions for life and work of society, and one of the main such conditions is the strengthening of the economy as a basis for ensuring social equality in the future. Thus, based on the experience of developed European countries, it is advisable to identify promising areas of change in Ukraine's development, which will form the financial base of the social sphere, even in quarantine: attracting active population to the labor market and creating favorable conditions for small and medium businesses; introduction of a "green" economy; rational use of resources and conscious consumption.
The welfare state in modern conditions implies the existence, on the one hand, of a strong state capable of taking responsibility for human resources development, and, on the other hand, the existence of developed civil society institutions capable of bringing the state under its control.
