СУТНІСТЬ І ЕКОНОМІЧНИЙ МЕХАНІЗМ МОДЕРНІЗАЦІЇ ВИЩОЇ ОСВІТИ
Анотація
Доведено, що державне управління освітою, по суті, є системою не ціновою, а ієрархічною, заснована на принципах функціонування великої фірми або галузі. В освітній системі, подібно до фірми, рішення про розміщення ресурсів та встановлення цін на послуги визначаються директивно і мають відносно слабку, порівняно з ринковими механізмами, зв'язок з факторами попиту та пропозиції. Звідси можна зробити висновок, що відносини між ефективністю та ступенем розвитку ринкових механізмів в освітній сфері є однією з основних проблем економіки освіти.
Встановлено, що перетворення знань на основний суспільний капітал, зростання вигод, пов'язаних з отриманням знань, освітою, сприяють затвердженню освіти як товару. При цьому проявляється специфіка освіти як товару, яка полягає в тому, що вигоди від нього отримує та людина, яка споживає цей товар і суспільство в цілому, і конкретні підприємства.
Концепція економічного механізму модернізації вищої освіти має сприяти подоланню негативних тенденцій у розвитку вищої освіти. Визначальні закономірності у розвитку сучасної освіти пов'язані з низкою тенденцій, серед яких зазначимо такі: безпосередній зв'язок освіти та науково-технічного прогресу, що породжує безліч протиріч, що зачіпають природу людини та її майбутнє; розрив між складністю соціального буття і можливостями наукового пізнання, які має в своєму розпорядженні людина, щоб мати можливість приймати оптимальні рішення; перегляд самого поняття освіти, її цілей та технологій навчання; визнання необхідності безперервної та випереджувальної освіти, нових їх структур та форм; доступність освіти для різних соціальних груп та верств.
Визначено головну роль освіти, яка полягає у задоволенні потреб людей в освітніх послугах. Саме тому освіта займає дуже важливе і водночас особливе місце у соціально-економічній структурі суспільства. Вона утворює специфічну сферу національної економіки, яка задовольняє потреби суспільства на освітні послуги, зайнята підготовкою кадрів, формуванням знань, умінь і навиків, необхідних для різноманітних видів праці та іншої діяльності. Органічна взаємодія педагогічних та інших соціальних процесів, властивих сфері освіти, накладає свій відбиток на економічні процеси та визначає специфічність галузі освіти. Сама система освіти — важлива складова частина національної економіки та соціально-економічного організму суспільства, тісно взаємопов'язана з іншими його ланками.

ESSENCE AND ECONOMIC MECHANISM OF HIGHER EDUCATION MODERNIZATION
Summary
It is proved that the state management of education, in fact, is a system not price, but hierarchical, based on the principles of a large firm or industry. In the education system, like the firm, decisions about the allocation of resources and pricing of services are determined by policy and have a relatively weak, compared to market mechanisms, the relationship with factors of supply and demand. From this we can conclude that the relationship between efficiency and the degree of development of market mechanisms in education is one of the main problems of the education economy.
It is established that the transformation of knowledge into basic social capital, the growth of benefits associated with the acquisition of knowledge, education, contribute to the approval of education as a commodity. At the same time, the specificity of education as a commodity is manifested, which consists in the fact that the person who consumes this commodity and the society as a whole and specific enterprises benefits from it.
The concept of the economic mechanism of modernization of higher education should help to overcome the negative trends in the development of higher education. Defining patterns in the development of modern education are associated with a number of trends, among which we note the following: the direct link between education and scientific and technological progress, which creates many contradictions affecting human nature and its future; the gap between the complexity of social life and the possibilities of scientific knowledge that a person has to be able to make optimal decisions; revision of the very concept of education, its goals and learning technologies; recognition of the need for continuing and advanced education, their new structures and forms; access to education for different social groups and segments.
The main role of education, which is to meet the needs of people in educational services, has been identified. That is why education occupies a very important and at the same time special place in the socio-economic structure of society. It forms a specific area of national economy that meets the needs of society for educational services, engaged in training, formation of knowledge, skills and abilities necessary for various types of work and other activities. Organic interaction of pedagogical and other social processes inherent in the field of education, leaves its mark on economic processes and determines the specificity of education. The education system itself is an important part of the national economy and socio-economic organism of society, closely interconnected with other parts of it.
