УДОСКОНАЛЕННЯ СИСТЕМИ ВИЩОЇ ОСВІТИ УКРАЇНИ У ФОРМУВАННІ ТА РОЗВИТКУ ЛЮДСЬКОГО КАПІТАЛУ: ПРАКТИЧНІ КРОКИ І ПРИКЛАДНІ АСПЕКТИ РЕАЛІЗАЦІЇ
Анотація
Серед основних факторів формування і розвитку людського капіталу важливе місце посідає вища освіта. Наведено результати аналізу Стратегії розвитку вищої освіти в України на 2021—2031 роки. Зазначено, що ця стратегія охопила питання, пов'язані з підвищенням якості підготовки фахівців з вищою освітою та їх конкурентоспроможністю на ринку праці. Аналіз дозволив виокремити зміст і перелік кроків, які потребують більш поглибленого розгляду і першочергової реалізації і запропонувати заходи їх забезпечення. Підкреслено, що частину завдань, передбачених стратегією, доцільно вирішувати в значно коротший строк, ніж заплановано. Запропоновано звернути увагу на відсутність унормованої компоненти системи управління вищою освітою України. Зазначено, що сьогодні питаннями вищої освіти займається низка авторитетних органів, але їх дії недостатньо узгоджені за змістом (є дублювання функцій і завдань), за окремими повноваженнями і відповідальністю, що негативно впливає на досягнення поставлених завдань. Доведено необхідність розробки концепції структурного удосконалення управління системою вищою освітою і вирішення питань упорядкування взаємодії її складників і методологічного управління процесами їх взаємодії, гармонізації їх вертикальних внутрішніх зв'язків, повноважень і відповідальності.

IMPROVING THE SYSTEM OF HIGHER EDUCATION IN UKRAINE IN THE FORMATION AND DEVELOPMENT OF HUMAN CAPITAL: PRACTICAL STEPS AND APPLIED ASPECTS OF IMPLEMENTATION
Summary
Among the main factors in the formation and development of human capital an important place is occupied by higher education. The results of the analysis of the Strategy for the Development of Higher Education in Ukraine for 2021—2031 are presented. It is noted that this strategy covered issues related to improving the quality of training of specialists with higher education and their competitiveness in the labor market. The analysis allowed us to identify the content and list of steps that require more in-depth consideration and priority implementation and propose measures to ensure them. It is emphasized that some of the tasks envisaged by the strategy should be solved in a much shorter time than planned, as the result of their solution creates and strengthens the fundamental content-oriented basis of organizational streamlining of processes in higher education institutions of the country. Such tasks are: solving the problem of balancing the needs of specialists with higher education, taking into account the needs of the state, the labor market, the needs of regions, local communities and employers; determination of the current and strategic volume of applicants for higher education by professions and specialties; organizational arrangement of the practical part of education of students, future specialists for their acquisition of practical skills and abilities; issues of employment of graduates of higher education institutions who studied at public expense and promotion of employment of graduates who paid for their studies independently; organization and remuneration of scientific and pedagogical workers, etc. Possibilities of their fast decision are considered. It is proposed to pay attention to the lack of a standardized component of the management system of higher education in Ukraine. It is noted that today a number of authoritative bodies deal with higher education issues, but their actions are not sufficiently coordinated in terms of content (there is duplication of functions and tasks), individual powers and responsibilities, which negatively affects the achievement of tasks. The necessity of development of the concept of structural improvement of management of system of higher education and the decision of questions of streamlining of interaction of its components and methodological management of processes of their interaction, harmonization of their vertical internal communications, powers and responsibilities is proved.
