ЦИРКУЛЯРНА ЕКОНОМІКА: ГЕНЕЗИС, СТРУКТУРА, ОСОБЛИВОСТІ

Анотація

У статті досліджено теоретико-прикладні засади циркулярної економіки. Представлено генезис циркулярної економіки як самостійного напряму, що грунтується на базових положеннях концепції сталого розвитку. Згруповано підходи вітчизняних та зарубіжних вчених до трактування поняття "циркулярна економіка", основних її положень та застосування на мікро-, мезо- та макрорівнях.
Запропоновано власне визначення цього поняття. Встановлено, що передумовою імплементації принципів циркулярної економіки є взаємозв'язок екологічних, економічних та соціальних чинників розвитку з урахуванням балансу інтересів екосистем і суспільства.
Охарактеризовано еволюційний розвиток R-принципів, що доводить динамічність та комплексність циркулярної економіки. Обгрунтовано, що циркулярна економіка охоплює питання енергоефективності, зниження рівня забруднюючих викидів, створення інноваційних та ефективних способів виробництва і споживання, оптимізації управління відходами на засадах циклічності.
Окреслено перспективи розвитку циркулярної економіки, що органічно поєднує економічні інтереси, збереження природного балансу екологічної системи та раціональне природокористування.

CIRCULAR ECONOMY: GENESIS, STRUCTURE, FEATURES

Summary

The theoretical and applied principles of a circular economy are examined in the article. The genesis of the circular economy as an independent direction, based on the main statements of the concept of sustainable development, is presented.
Three main reasons for the transition to a circular economy are identified: resource constraints, technological development, social and economic development.
The key difference between the concept of sustainable development and the concept of circular economy as an independent direction is the coverage of a wider range of issues (economic, environmental, social, and restorative aspects of development).
The approaches of domestic and foreign scientists to the interpretation of the concept of "circular economy", its main statements and implementation at the micro, meso and macro levels are grouped. The author's definition of the concept is offered.
It is established that the prerequisite for the implementation of the principles of the circular economy is the interconnection of environmental, economic and social factors of development, taking into account the ecosystems and society balance. The evolutionary development of R-principles is characterized, which proves the dynamism and complexity of the circular economy.
It is substantiated that the circular economy covers the issues of energy efficiency, reduction of pollutant emissions, creation of innovative and efficient methods of production and consumption, optimization of waste management on a cyclical basis.
It is determined that the consequences and prospects of practical implementation of the concept of circular economy differ depending on the level of economic system functioning.
It is outlined that governmental and non-governmental support is an important condition for ensuring the effectiveness of the circular economy and the elimination of existing barriers, covering all areas of production, consumption and waste management at three levels of aggregation: micro, meso and macro.
Prospects for the circular economy development that organically combines economic interests, preservation of the natural balance of the ecological system and rational use of nature are outlined.
