АМЕРИКАНСЬКИЙ ДОСВІД НАДАННЯ СОЦІАЛЬНИХ ВИПЛАТ
Анотація
Уточнено визначення поняття "соціальні виплати", за рахунок розгляду фінансового контексту виплат та конкретизації видів державних виплат, що мають соціальний характер. Розглянуто склад, перелік та умови надання соціальних виплат у США. Проаналізовано інформацію щодо кількості отримувачів соціальних виплат за віковими групами та розміру окремих видів соціальних виплат у США. Систематизовано характерні риси американської системи надання соціальних виплат за рахунок виокремлення підстав для їх обгрунтування та уточнення їх сутності та змісту. Серед характерних рис американської системи надання соціальних виплат виділено: соціальний захист та підтримка членів сімей отримувачів соціальних виплат, які потрапили під дію соціальних ризиків; охоплення системою соціальних виплат виключно того населення, яке не має засобів для існування та можливостей для отримання заробітку; адресність і справедливість надання соціальних виплат; високий рівень поінформованості населення щодо власних прав на отримання соціальних виплат та використання для цього онлайн-сервісів; переважно тимчасовий для беніфіціарів характер соціальних програм постійний характер соціальних виплат; різноманітність виплат з безробіття. Уточнено і підхід щодо впровадження американського досвіду в українській практиці надання соціальних виплат за рахунок обгрунтування напрямів впровадження американського досвіду за кожною з характерних рис американської системи надання соціальних виплат. Серед напрямів удосконалення української системи надання соціальних виплат на засадах американського досвіду виділено: впровадження соціальної допомог членам родин беніфіціарів, які постраждали внаслідок соціальних ризиків; розширення сфери застосування соціального інспектування та забезпечення його дієвості та ефективності в питаннях підтвердження права на отримання соціальних виплат; розширення функцій електронних сервісів в сфері надання соціальних виплат та забезпечення їх роботи у будь-якій місцевості; впровадження в рамках боротьби з малозабезпеченістю програм надання тимчасової допомоги, у тому числі і в натуральній формі.

AMERICAN EXPERIENCE IN PROVIDING SOCIAL PAYMENTS
Summary
The definition of the concept of "social payments" has been clarified by considering the financial context of payments and specifying the types of government payments that are of a social nature. The composition, list and conditions for the provision of social benefits in the United States are considered. The information on the number of recipients of social benefits by age group and the size of certain types of social benefits in the United States is analyzed. The characteristic features of the American system of providing social benefits are systematized by highlighting the prerequisites for their substantiation and clarifying their essence and content. Among the characteristic features of the American system of providing social benefits are: social protection and support for family members of recipients of social benefits who are affected by social risks; coverage of the social benefits system exclusively for the population that does not have the means of subsistence and opportunities for earning income; targeting and fairness of the provision of social benefits; a high level of awareness of the population about their own rights to receive social benefits and the use of online services for this; the predominantly temporary nature of social programs for beneficiaries and the permanent nature of social payments; variety of unemployment payments. The approach to the implementation of the American experience in the Ukrainian practice of providing social benefits has been clarified by justifying the directions for the implementation of the American experience for each of the characteristic features of the American system for providing social benefits. Among the directions for improving the Ukrainian system of providing social benefits based on the American experience, the following are highlighted: the introduction of social assistance to family members of beneficiaries who have suffered as a result of social risks; expanding the scope of social inspection and ensuring its effectiveness and efficiency in confirming the right to receive social benefits; expanding the functions of electronic services in the field of providing social benefits and ensuring their work in any locality; introduction of temporary assistance programs, including in kind, within the framework of combating poverty.
