ІНСТИТУЦІЙНІ АСПЕКТИ ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ФІНАНСОВОГО ПОТЕНЦІАЛУ ІНВЕСТИЦІЙНОЇ ДІЯЛЬНОСТІ СУБ'ЄКТІВ МАЛОГО ПІДПРИЄМНИЦТВА В УКРАЇНІ
Анотація
У статті обгрунтовано підходи до формування інституційних засад формування та реалізації фінансового потенціалу інвестиційної діяльності суб'єктів господарювання в Україні. Систематизовано підходи до розгляду інституційних аспектів розвитку економіки та малого підприємництва. Виокремлено формальні та неформальні інститути, вплив яких потрібно враховувати вітчизняним бізнес-структурам у сучасному глобалізованому фінансовому просторі. Доведено важливість неформальних інститутів, зокрема цифрової культури, інноваційного мислення, бізнес-свідомості. Акцентовано на успіхах Міністерства цифрової трансформації України та пріоритетах діждиталізації на найближчу перспективу. Аргументовано необхідність грантової підтримки стартапів як основи фінансування розвитку інноваційних ініціатив в Україні. Обгрунтовано важливість використання краудфандингу і краудлендингу для диверсифікації джерел формування фінансового потенціалу інвестиційної діяльності малих підприємств в Україні.

INSTITUTIONAL ASPECTS OF FORMATION AND REALIZATION OF INVESTMENT ACTIVITY FINANCIAL POTENTIAL OF SMALL ENTERPRISES
Summary
The article substantiates the approaches to the formation of institutional foundations for the formation and implementation of the financial potential of economic entities investment activities in Ukraine. The post-pandemic recovery of the national economies and current trends in the global financial space give grounds to argue about the growing role of institutional regulation of business processes while ensuring competitive principles of entrepreneurship. At the same time, in Ukraine these problems are especially relevant given the destructive factors of formation and realization of financial potential in terms of the problems of its direction for investment purposes.
Approaches to the consideration of institutional aspects of small business development are systematized. Formal and informal institutions are singled out, the influence of which should be taken into account by domestic business structures in the modern globalized financial space. The importance of informal institutions, in particular digital culture, innovative thinking, business consciousness, is proved. Emphasis is placed on the successes of the Ministry of Digital Transformation of Ukraine and the priorities of digitalization for the near future. The necessity of grant support for startups as a basis for financing the development of innovative initiatives in Ukraine is argued. The importance of using crowdfunding and crowdlanding for diversification of sources of small enterprises investment activity financial potential formation in Ukraine is substantiated.
Therefore, the improvement of the institutional framework for the formation and implementation of the financial potential of small enterprises investment activities in Ukraine should be based on the use of the potential of formal and informal institutions with an emphasis on the principles of balance. In the domestic realities it is especially important to simultaneously form the appropriate digital culture and thinking, investment traditions, because the effective functioning of the system in terms of formal institutions is closely related to the influence of informal, which should be improved in the transparency of investment regulation and protection of competitive entrepreneurship.
