ФІНАНСОВА СТРАТЕГІЯ У СИСТЕМІ ЕКОНОМІЧНОЇ БЕЗПЕКИ ВІТЧИЗНЯНИХ ПІДПРИЄМСТВ НА РЕГІОНАЛЬНОМУ РІВНІ
Анотація
У статті висвітлено сутність понять "стратегія", "фінансова стратегія", "фінансова стратегія у системі економічної безпеки". Наведено основні принципи розробки фінансової стратегії. Розглянуто матрицю розвитку і формування фінансових стратегій у системі економічної безпеки підприємства. Для оцінки економічної безпеки використано SWOT-аналіз, який передбачає спочатку розкриття сильних і слабких сторін, а потім загроз і можливостей, після чого визначається ланцюжок взаємозв'язків між ними, які в подальшому допомагають визначити і сформувати фінансову стратегію підприємства. З'ясовано особливості формування фінансової стратегії у системі економічної безпеки комерційних підприємства. Розроблено етапи формування фінансової стратегії у системі економічної безпеки підприємства. Запропоновано у структурі вітчизняних підприємств створювати так звані "фінансові кризові групи", які необхідні для забезпечення їх економічної безпеки в екстрених ситуаціях.

FINANCIAL STRATEGY IN THE SYSTEM OF ECONOMIC SECURITY OF DOMESTIC ENTERPRISES AT THE REGIONAL LEVEL
Summary
The article highlights the essence of the concepts "strategy", "financial strategy", "financial strategy in the system of economic security". The basic principles of financial strategy development are given: consideration of the enterprise as an open system capable of self-organization; taking into account the basic strategies of operating activities of the enterprise; predominant focus on the entrepreneurial style of strategic management of financial activities; ensuring the flexibility of the financial strategy; selection of dominant areas of strategic financial development; providing alternatives to strategic financial choices; ensuring the constant use of the results of technological progress in financial activities; ensuring the development of financial strategy in accordance with the organizational structure and organizational culture; focus on the professional apparatus of financial managers in the process of implementing financial strategy; taking into account the level of financial risk in the process of making strategic financial decisions. The matrix of development and formation of financial strategies in the system of economic security of the enterprise is considered. For the analysis of economic security used SWOT — analysis, which involves first the disclosure of strengths and weaknesses, and then threats and opportunities, and then determines the chain of relationships between them, which further help to determine and shape the financial strategy of the enterprise. The peculiarities of the formation of financial strategy in the system of economic security of commercial enterprises are clarified. It is noted that a comprehensive assessment of the financial strategy is the classification of the financial condition of the enterprise depending on the degree of threat, which, in turn, simplifies the decision-making process in risk management and stabilization of the financial and economic condition of the enterprise. Stages of formation of financial strategy in the system of economic security of the enterprise are developed. It is proposed to create so-called "financial crisis groups" in the structure of domestic enterprises, which are necessary to ensure their economic security in emergency situations.
