УПРАВЛІННЯ ІНТЕЛЕКТУАЛЬНИМ ПОТЕНЦІАЛОМ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ
Анотація
У статті розглянуто особливості управління інтелектуальним потенціалом національної економіки в сучасних умовах. У ході дослідження було виявлено, що ідентифікація інтелектуального потенціалу в науковій літературі здійснюється за трьома загальними підходами: ресурсним, функціональним і результативним. Було запропоновано трактувати поняття "інтелектуальний потенціал", як комплексної економічної категорії, крізь призму системного підходу. На основі проведеного дослідження запропоновано визначальні характеристики інтелектуального потенціалу національної економіки. Сформовано авторський підхід до побудови механізму використання інтелектуального потенціалу в національній економіці у процесі його трансформації у інтелектуальний капітал. Визначено економічний зміст, мету та завдання системи управління інтелектуальним потенціалом національної економіки. Узагальнено пріоритетні напрями ефективного галузевого управління інтелектуальним потенціалом. У процесі дослідження узагальнено актуальні проблеми організації управління формуванням і використанням інтелектуального потенціалу, а також запропоновано етапи стратегічного управління інтелектуальним потенціалом в умовах становлення інноваційної моделі розвитку України. Визначено необхідність подальшого вивчення інструментарію діагностики та управління інтелектуальним потенціалом національної економіки.

INTELLECTUAL POTENTIAL MANAGEMENT OF THE NATIONAL ECONOMY
Summary
The article considers the features of managing the intellectual potential of the national economy in modern conditions. The study found that the identification of intellectual potential in the scientific literature is based on three general approaches: resource, functional and effective. It was proposed to interpret the concept of "intellectual potential" as a complex economic category through the prism of a systems approach. Based on the study, the defining characteristics of the intellectual potential of the national economy are proposed. The author 's approach to the construction of the mechanism of using the intellectual potential in the national economy in the process of its transformation into intellectual capital is formed. The economic content, purpose and tasks of the management system of the intellectual potential of the national economy are determined. The system of intellectual potential management is presented as a process of planning and using the potential of intellectual resources, aimed at implementing the policy of sustainable development of the national economy. It is established that the management of intellectual potential should be considered a rather complex process, which is influenced by various factors of the external and internal environment. It is substantiated that in order to assess their importance for the process of intellectual potential management and the formation of competitive advantages, it is necessary to consider them in detail. The priority directions of effective branch management of intellectual potential are generalized. In the course of research the actual problems of the organization of management of formation and use of intellectual potential are generalized. Also, the stages of strategic management of intellectual potential in the conditions of formation of the innovative model of development of Ukraine are offered. The intellectual model of development is considered as a tool for forming the foundations of the innovation and information society in Ukraine. The priority directions of effective formation and use of intellectual potential are substantiated. The need for further study of diagnostic tools and management of the intellectual potential of the national economy is determined.
