ОКРЕМІ АСПЕКТИ ФОРМУВАННЯ ЕКОНОМІЧНОГО МЕХАНІЗМУ ДЕРЖАВНОЇ ПІДТРИМКИ ОРГАНІЧНОГО ВИРОБНИЦТВА ТЕХНІЧНИХ КУЛЬТУР

Анотація

У статті висвітлено оцінку рівня державної підтримки сільськогосподарських підприємств у перехідний період у виробництві сої, ріпаку та соняшнику. Наводяться приклади державної підтримки органічного виробництва в різних країнах світу. Окремо підкреслюється, що перехідний період до органічного виробництва породжує значні ризики для підприємств. Це обумовлено відсутністю в зазначений період сертифікатів на органічну продукцію та відмовою від використання хімічних речовин, що негативно впливає на рівень урожайності культур. З метою їх мінімізації та стимулюванні виробництва органічної продукції виникає об'єктивна потреба в державній підтримці цього напряму виробництва. Метою статті є оцінка рівня державної підтримки сільськогосподарських підприємств у перехідний період у виробництві сої, ріпаку та соняшнику. Автором було проведено розрахунок рівня державної підтримки сільськогосподарських підприємств в перехідний період при виробництві сої за даними 2019 року. Дослідження здійснювалось на прикладі сільськогосподарських підприємств Харківської області за даними 2019 року. Запропоновано авторський підхід для визначення державних дотацій при виробництві технічних культур на перехідний період від звичайного виробництва до органічного. В основі запропонованого підходу покладено необхідність компенсації втрат підприємств при відмові від використання хімічних засобів з врахування відповідного рівня інтенсивності виробництва. Розрахунки здійснювались по сої, ріпку та соняшнику. Всі підприємства по кожній культурі були поділено на групи за рівнем витрат хімічних речовин по кожній культурі на один гектар посівної площі. Досліджувана сукупність дорівнювала по сої — 95 підприємствам, ріпаку — 31 підприємства, соняшнику — 496 підприємств. По сої та ріпаку було виділено дві групи, а по соняшнику — шість. Визначено, що рівень державної підтримки по сої у відповідності з запропонованою методикою може дорівнювати від 433,4 грн/га до 564,7 грн/га в залежності від рівня інтенсивності, ріпаку — від 268,0 грн/га до 286,7 грн/га, соняшнику — від 1687 грн/га до 2917,8 грн/га. Підкреслюється, що розроблена методика може бути використана при розрахунку можливих дотацій на перехідний період по іншим культурам.

CERTAIN ASPECTS OF FORMATION OF ECONOMIC MECHANISM OF STATE SUPPORT OF ORGANIC PRODUCTION OF TECHNICAL CULTURES

Summary

The article covers the assessment of the level of state support of agricultural enterprises in the transition period in the production of soybeans, rapeseed and sunflower. Examples of state support for organic production in different countries are given. It is emphasized that the transition to organic production poses significant risks for businesses. This is due to the lack of certificates for organic products in this period and the refusal to use chemicals, which negatively affects the level of crop yields. In order to minimize them and stimulate the production of organic products, there is an objective need for state support for this area of production. The purpose of the article is to assess the level of state support for agricultural enterprises in the transition period in the production of soybeans, rapeseed and sunflower. The author calculated the level of state support for agricultural enterprises in the transition period in soybean production according to 2019 data. The study was carried out on the example of agricultural enterprises of Kharkiv region according to 2019 data. The author's approach to the definition of state subsidies in the production of industrial crops for the transition period from conventional to organic production is proposed. The proposed approach is based on the need to compensate for losses of enterprises in the refusal to use chemicals, taking into account the appropriate level of production intensity. Calculations were made for soybeans, turnips and sunflowers. All enterprises for each crop were divided into groups according to the level of consumption of chemicals for each crop per hectare of sown area. The studied population was equal to soybeans — 95 enterprises, rapeseed — 31 enterprises, sunflower — 496 enterprises. Two groups were identified for soybean and rapeseed, and six for sunflower. It is determined that the level of state support for soybeans in accordance with the proposed method can be from 433,4 UAH / ha to 564,7 UAH / ha depending on the level of intensity, rapeseed — from 268,0 UAH / ha to 286,7 UAH / ha, sunflower — from 1687 UAH / ha to 2917,8 UAH / ha. It is emphasized that the developed technique can be used in the calculation of possible subsidies for the transition period for other crops.
