ДОХОДИ НАСЕЛЕННЯ В КОНЦЕПЦІЇ СТАЛОГО РОЗВИТКУ: НАЦІОНАЛЬНИЙ ТА РЕГІОНАЛЬНИЙ ВИМІРИ

Анотація

У статті виокремлено базові функції доходів громадян у забезпеченні сталого розвитку соціально-економічних систем. Як головні визначено забезпечення зростання суспільного добробуту та забезпечення соціальної справедливості. Проведено комплексну оцінку відповідності доходів громадян за двома базовими функціями парадигмі сталого розвитку на національному та регіональному рівні. Проаналізовано показники бідності та диференціацію доходів у розрізі місто-село, громадяни з високими та низькими доходами, а також міжрегіональні диспропорції в доходах. Проведено групування регіонів України за ступенем відповідності змін у доходах громадян траєкторії сталого розвитку регіональних соціально-економічних систем. Виокремлено групу регіонів, де тенденції в доходах відповідають сталому розвитку, групу регіонів з частковою відповідністю доходів сталому розвитку та групу регіонів, де тенденції в доходах населення створюють загрози сталому розвитку.

INCOME OF THE POPULATION IN THE CONCEPT OF SUSTAINABLE DEVELOPMENT: NATIONAL AND REGIONAL DIMENSIONS

Summary

The basic functions of households' incomes in the supporting of sustainable development of social-economic systems have been defined in the given article. The support of public welfare increasing and social justice were determined as main ones. The expediency of assessing the compliance of household incomes with sustainable development by the degree of performance of both main functions has been substantiated. The indicators used by international organizations and state bodies of Ukraine to assess the degree of compliance of household incomes with sustainable development have been summarized.
A comprehensive assessment of the compliance of citizen's incomes to paradigm of sustainable development has been conducted considering two above-noted main functions at the national and regional levels. Poverty indicators and income differentiation by city-village, high- and low-income citizens, as well as interregional income disparities have been analyzed. It is shown that the dynamics of income of Ukrainian citizens does not correspond to the trajectory of sustainable development of the national socio-economic system. Supporting the function of social justice is especially problematic. Inequality in income distribution is growing in all dimensions. Incomes by regions were estimated by performing both basic functions on the basis of which the classification of regions was carried out. Poverty and disproportions in income by region were examined. Regions of Ukraine were grouped according to the degree of conformity of changes in incomes of citizens to the trajectory of sustainable development of regional socio-economic systems. Three groups of regions have been defined: the group of regions where income trends correspond to sustainable development, the group of regions with partial compliance of incomes to sustainable development and the group of regions where trends in household incomes pose threats to sustainable development. The need to improve statistical observations in Ukraine in order to bring income indicators to international standards, which are used to assess sustainable development at the national and regional levels, has been identified.
