ФУНКЦІОНУВАННЯ СІЛЬСЬКОГОСПОДАРСЬКОЇ КООПЕРАЦІЇ ЯК ЗАСІБ ВІДТВОРЕННЯ ЛЮДСЬКОГО КАПІТАЛУ СІЛЬСЬКИХ ТЕРИТОРІЙ
Анотація
У статті проаналізовано функціонування сільськогосподарської кооперації як засіб відтворення людського капіталу сільських територій. Встановлено, що розвиток сільськогосподарських кооперативів є сприятливою можливістю забезпечити роботою працездатне населення у селах і селищах, де немає роботи, та вирішити проблему міграції молоді. Саме завдяки роботі кооперативів можна створити високооплачувані нові робочі місця.
На результати функціонування вітчизняних сільськогосподарських кооперативів негативно позначається складність механізму отримання дотацій, що не сприяє створенню і розвитку кооперативів. Фінансова підтримка надається на конкурсних засадах, а для участі в ньому необхідно зібрати чималий пакет документів, що не гарантує успішного розгляду тієї чи іншої кандидатури комісією.
Проаналізовано методи державної підтримки розвитку сільськогосподарської кооперації. Доведено, що на результати функціонування вітчизняних сільськогосподарських кооперативів негативно позначається складність механізму отримання дотацій, що не сприяє створенню і розвитку кооперативів.
Запропоновані напрями державної підтримки розвитку сільськогосподарської кооперації, що буде сприяти розвитку підприємницької ініціативи сільського населення.

FUNCTIONING OF AGRICULTURAL COOPERATION AS A MEANS OF REPRODUCING HUMAN CAPITAL IN RURAL AREAS
Summary
The article analyzes the functioning of agricultural cooperation as a means of reproducing human capital in rural areas. It is established that the development of agricultural cooperatives is a favorable opportunity to provide work for the working population in villages and settlements where there are no jobs, and to solve the problem of youth migration. It is thanks to the work of cooperatives that high-paying new jobs can be created and developed infrastructure of the settlement, which will be able to improve the level and quality of life of residents in this area.
Methods of state support for the development of agricultural cooperation have been analyzed. It is proved that the complexity of the mechanism for obtaining subsidies can negatively affect the results of the functioning of domestic agricultural cooperatives which does not contribute to the creation and development of the latter.
The rather strict conditions of the WTO (reduction of the state's obligations to support) necessitated the redistribution of financial resources within the "green" and "yellow" boxes, the development by the state of such levers of support for domestic producers that would not contradict Ukraine's commitments. Emphasis should be placed here on supporting industries that ensure the national identification of the country in the world community.
The results of the functioning of domestic agricultural cooperatives are negatively affected by the complexity of the mechanism for obtaining subsidies, which does not contribute to the creation and development of cooperatives. Financial support is provided on a competitive basis, and to participate in it you need to collect a considerable package of documents, which does not guarantee the successful consideration of a candidate by the commission.
Studies show that state support for the development of agricultural service cooperatives should be differentiated according to the stages of their development. Improving the effectiveness of this mechanism can be achieved only with a progressive movement from continuous state support for agricultural service cooperatives to public-private partnerships and selective funding.
The directions of the state support of agricultural cooperation development that will promote development of business initiative of the rural population are offered.
