НАЦІОНАЛЬНИЙ ІНДЕКС ЦИФРОВОЇ ТРАНСФОРМАЦІЇ ЕКОНОМІКИ: ФОРМУВАННЯ СИСТЕМИ ПОКАЗНИКІВ ТА МЕТОДИКА РОЗРАХУНКУ
Анотація
У статті представлено авторську методику вимірювання масштабів цифрової трансформації національної економіки. На відміну від більшості існуючих підходів, розроблених авторитетними світовими організаціями, що зосереджені на вимірюванні базових чинників цифрової трансформації та оцінці рівня інтеграції цифрових технологій у різні сфери господарської діяльності, авторська методика враховує індикатори інклюзивного розвитку, які характеризують соціальні наслідки таких перетворень. Запропонований національний індекс дозволяє комплексно оцінити масштаби цифрової трансформації економіки України з метою розробки пропозицій щодо відстеження в цифровому форматі ключових національних соціально-економічних процесів, домогтися економії всіх видів ресурсів непродуктивного характеру суб'єктів, інститутів і владних структур, підвищення ролі оцифрування в процесі управління як генеруючого елемента суспільної цінності.

NATIONAL INDEX OF THE ECONOMY DIGITAL TRANSFORMATION: TO FORM A SYSTEM OF INDICATORS AND ITS COMPUTATION
Summary
In the article, the author's technique of diagnostics of the national economy digital transformation is presented. The methodology of index formation is focused on the basis of analysis and assessments of three main aspects of the national economy's digital transformation: readiness for digitalization, a set of basic factors (bases) of the economy digital transformation; the level of integration of the digital technologies at state, business and individual uses (households and the population); economic and social consequences: the impact of digital technologies on the socio-economic development.
Unlike most existing approaches developed by reputable world organizations that focus on measuring the first two aspects, the author's method takes into count indicators of inclusive development, which characterize the economic and social consequences of such transformation. In particular, the latter includes indicators of e-commerce, net ICT export, the level of a new business product development, the number of newly registered firms per 1,000 people of working age, productivity growth, the level of robotization of the industrial sector, Internet access in schools, employment and percentage specialists in the field of information and communication technologies, gender gap of Internet users, income inequality, level of environmental pollution, etc. The conceptual scheme of the National Index of Economy Digital Transformation is based on the approach, that the potential of advanced technologies should help to solve a number of social problems and can be realized only with effective government regulation aimed at inclusive growth, basic digital competencies, and secure digital infrastructure. The proposed national index allows us to comprehensively assess the scale of the digital transformation of Ukraine's economy in order to develop proposals for digital trackings of key national socio-economic processes, to save all types of unproductive resources of the entities, institutions, and authorities, and increases the role of digitization in the governance, as a generated element of social value.
