ТЕОРІЯ МОДЕРНІЗАЦІЇ ЯК КОНЦЕПТУАЛЬНА ЗАСАДА ФОРМУВАННЯ ФІНАНСОВОЇ ПОЛІТИКИ ПІДПРИЄМСТВА

Анотація

У статті зроблено спробу сформувати систему знань та уявлень про процес модернізації, використовуючи методологію переходу від загального до конкретного, тобто — від осягнення її сутності в широкому сенсі, до її формулювання з точки зору прикладної бази в системі розробка фінансової політики підприємства, адекватної сучасним умовам господарювання.
Класична парадигма у поєднанні з ретроспективним підходом до розуміння сутності модернізації дозволяє нам екстраполювати її до сучасності, де цикли модернізації у своїй безперервній послідовності збігатимуться з поступовою зміною техніко-технологічних укладів світової економіки.
Доведено, що модернізація та прогрес характеризують розвиток з різних функціональних аспектів. Екстраполяція діалектичної інтерпретації розвитку Гегеля дозволяє сформувати структурований погляд на модернізацію особистості в контексті модернізації як універсального явища: остання рухає першим. Визначено, що модернізація управління — це модернізація системи як загальна — з точки зору тенденцій сучасного етапу економічного розвитку, так і специфічна — з точки зору "сучасних", точніше, своєчасних управлінських рішень для суб'єкта господарювання. Мотивом модернізації не завжди є "прагнення до перетворень та інновацій", здебільшого модернізація — вимога реагувати на каббалістичну "релігію прогресу" і безжалісність розвитку.
Однак, незалежно від мотиву, складності системи або стадії її розвитку, на наш погляд, модернізація — це завжди інтелектуальна трансформація системи або її елементів, а це означає, що розвиток опосередковується широким спектром змін.

MODERNIZATION THEORY AS A CONCEPTUAL BASIS FOR THE ENTERPRISE FINANCIAL POLICY FORMATION

Summary

The article attempts to form a system of knowledge and ideas about the modernization process using the methodology of transition from general to specific, i.e. — from understanding its essence in a broad sense, to its formulation in terms of an applied basis in the system of enterprise financial policy development, which is adequate to its modern business conditions. After all, the relevance of the latter is determined not only by the goals and objectives of the enterprise in different perspectives of its activities, but also by a wide range of endogenous and exogenous factors, and current globalization processes exacerbate stochastic market conditions and exacerbate instability in general.
It is determined that modernization is a synergy of a wide range of processes: urbanization; industrialization; democratization; rationalization; specialization and differentiation; education, etc. The classical paradigm, combined with a retrospective approach to comprehending the essence of modernization, allows us to extrapolate it to the present, where modernization cycles in their continuous succession will coincide with a consistent change in the World economy's technical orders.
It is proved that modernization and progress characterize development from different functional aspects. Extrapolation of Hegel's dialectical interpretation of the development allows the formation of a structured view of the individual's modernization in the context of modernization as a universal phenomenon: the latter drives the former.
Managerial modernization is a modernization of the management system both general — in terms of the tendencies of the current stage of economic development and specific — in terms of "modern", or rather, timely management decisions for the business entity.
The modernization motive is not always the "desire for transformation and innovation", which is too often described by domestic scientists, or is hardened and, literally, already imprinted in the domestic science the "sustainable development", for the most part, modernization is a requirement to respond to the Kabbalistic "religion of progress" and the ruthlessness of development in its evolutionary aspect from the position of either the survival of the fittest, or adaptation to new conditions of life.
The cyclical gradual nature of development is manifested in the logical change of its stages, each of which is the basis and prerequisite for the next one, and at the same time each transition to the next requires the modernization of the entire set of productive forces (in the context of social development) or some elements of the system (from the standpoint of the cyclical nature of an economic entity, region, etc.)
However, regardless of the motive, complexity of the system or the stage of its development, in our opinion, modernization is always an intellectual transformation of the system or its elements, which means that development is mediated by a wide range of changes.
