ГЛОБАЛЬНА КООРДИНАЦІЯ ТА ОФІЦІЙНА ДОПОМОГА З МЕТОЮ РОЗВИТКУ ЗАДЛЯ ДОСЯГНЕННЯ ЦІЛЕЙ СТАЛОГО РОЗВИТКУ

Анотація

Метою статті є оцінка глобальних координованих зусиль щодо скорочення розриву між країнами лідерами та аутсайдерами економічного розвитку через інструмент офіційної допомоги з метою розвитку. Для оцінки взаємозв'язків були відібрані ключові показники економічного, соціального та екологічного розвитку країн та досліджені лінійні кореляційний зв'язки з офіційною допомогою з метою розвитку. Проведені розрахунки продемонстрували значний вплив такого інструменту на ключові елементи розвитку країн. Проте у країн з низьким рівнем доходів залишається ризик відставання від розвинених країн, зважаючи на розрив в освоєнні технологічних інновацій. У статті заначено, що офіційна допомога з метою розвитку також характеризується нерівномірністю, що ставить перед Україною додаткові виклики взаємовигідної інтеграції до світової спільноти.

GLOBAL COORDINATION AND OFFICIAL DEVELOPMENT ASSISTANCE TO ACHIEVE THE SUSTAINABLE DEVELOPMENT GOALS

Summary

The aim of the article is to assess the global coordinated efforts in reducing the gap between the leaders and outsiders of economic development through the instrument of official development assistance. The selected indicators are based on the Sustainable Development Goals. Thus, the article defines an impact on economic, social and environmental aspects. Accordingly, the object of the article is a method for assessing the impact of a formal development assistance instrument in the context of the Sustainable Development Goals on low— and middle-income countries. To assess the relationship, key indicators of economic, social and environmental development of the countries were selected and linear correlations with the official development assistance were investigated. The calculations showed a significant impact of this tool on key elements of development. However, low-income countries have the risk of lagging behind developed countries, given the gap in the development of technological innovation. Poorer countries will continue to be on the periphery of development, and this may nullify the coordination efforts. The article notes that official development assistance is also uneven. In the context of Ukraine, despite difficult political and economic circumstances, it is not the largest recipient of official international development assistance in Europe. This indicates that geopolitical interests continue to dominate the international economic arena. Accordingly, Ukraine should strengthen its representation and voice in international organizations, reduce the gap with developed countries by attracting additional financial resources that will be directed to the country's development. In particular, there is a need to strengthen policies to ensure a balanced economic, social and environmental dimension of a country's sustainable development, while using the wide range of tools provided to countries through coordination programs to support development. It is noted that the institutional architecture of the global world is changing dynamically and Ukraine should take a worthy place in the world order.
