ТЕНДЕНЦІЇ РОЗВИТКУ МАЛОГО І СЕРЕДНЬОГО БІЗНЕСУ ТА ЙОГО ВПЛИВ НА ЕКОНОМІЧНУ КОН'ЮНКТУРУ І КОНКУРЕНТОСПРОМОЖНІСТЬ РОЗВИНЕНИХ КРАЇН

Анотація

У статті визнається, що з розвитком функцій малого та середнього бізнесу пов'язане зростання його ролі в економіці провідних країн. Мета статті полягає в дослідженні взаємозв'язку між ступенем економічного розвитку країни, конкурентоспроможності її підприємств на світовому ринку та ступенем розвитку малого та середнього підприємництва. Запропоновано чіткі критерії класифікації підприємництва на мале та середнє, залежно від регіональної специфіки господарювання. Зазначено, що поняття "підприємництво" та "бізнес" з позицій економічної кон'юнктури вживаються як синонімічні, хоча в бізнес-практиці різних країн надається перевага одному із них. Політика держав щодо розвитку інфраструктури, стимулювання експорту, підвищення рівня освіти та проведення досліджень у галузі експорту може мати суттєвий вплив на розвиток порівняльних переваг. Субсидування промисловості, податкові пільги, обмеження на участь у тендерах, антимонопольна політика та інші заходи запроваджуються урядами з метою створення переваг для національних економік. З метою створення більш сприятливих умов для національних компаній, вразливих до імпортних поставок, уряди підтримують політику, спрямовану на регулювання обсягів імпорту через механізми тарифів, квот, ліцензій та обмеження імпорту. Такий комплексний підхід уможливлює створення умов для розвитку національного малого та середнього бізнесу, який напряму залежить від кількості "національних чемпіонів" у високотехнологічних галузях. Відтак економічна кон'юнктура з позицій малого та середнього бізнесу відтворюється не лише екзогенними або суто ринковими факторами впливу, але й ендогенними, що передбачають сукупність інструментів стимулювання розвитку підприємництва на мікро-, мезо- та макрорівнях.
Рівень доходів населення, рівень його зайнятості та темпи приросту, що закладають підвалини так званим структуроутворюючим факторам внутрішньої кон'юнктури, з одного боку, та сукупність соціально-економічних умов та рівень політичної стабільності, з іншого боку, визначають структуру підприємництва в країні, яке може як сприяти економічному росту в країні, так і бути реакцією на покращені умови господарювання, або навіть виникати як реакція на неспроможність держави забезпечити населення робочими місцями (випадок малого бізнесу).
Малий та середній бізнес здійснює безпосередній вплив на економічну кон'юнктуру країни через множинні трансмісійні канали — як на рівні індивідуумів, що приймають відповідні рішення, пов'язані з бізнес-діяльністю, так і на рівні фірми, й на макрорівні. Чим інноваційнішим є бізнес, тим вищим є його мультиплікаційний ефект. Добробут економічних агентів (підприємців) як результат їхньої самореалізації, так само як і зростаюча конкурентоспроможність фірм, результуються в показниках економічного росту країни. Виробництво, розподіл, обмін і споживання як центральні складові відтворювальної системи основних і похідних факторів кон'юнктури, незалежно від структури економіки країни, відчувають на собі вплив малого та середнього бізнесу. Так само, як і малий та середній бізнес стає своєрідним заручником макроекономічної ситуації в країні, яка позначається на сукупному попиті (норма заощаджень та споживання, що визначає розмір попиту на товари, в тому числі, інноваційні, на місцевому ринку), продуктивності праці (відтік робочої сили та декваліфікація персоналу внаслідок падіння оплати праці) та продуктивності капіталу. Водночас ступінь цього впливу, а також канали трансмісії, виразно відрізняються поміж країн, що залежить від: ступеня інтегрованості компаній в глобальні ланцюги вартості та глобальні ланцюги поставок; частки торгуємих та неторгуємих товарів у структурі продажів; реакції як на екзогенні (шоки попиту, шоки пропозиції, стадії бізнес-циклу, кон'юнктура товарних ринків, (гео)економічні та (гео)політичні ризики), так і ендогенні (ефективність застосування інструментів бюджетно-податкової та грошово-кредитної і валютної політик) фактори впливу; політичної стабільності; стану соціально-економічного розвитку; структури економіки; вікової структури населення; рівня інституційного сприяння підприємницьким ініціативам (система стимулів та заохочень); рівня корупції; ступеня інвестиційної привабливості та ін.).

TENDENCIES IN THE DEVELOPMENT PERFORMANCE OF SMALL AND MEDIUM-SIZED BUSINESSES AND THEIR IMPACT ON THE ECONOMIC CONJUNCTURE AND COMPETITIVENESS OF DEVELOPED COUNTRIES

Summary

The article acknowledges that the increasing role of small and medium-sized businesses (SMBs) is conditional on the development of their functions. The article's objective is to investigate the correlation between the economic performance of a country, the competitiveness of its enterprises on the global market, and the performance of SMBs.
A set of clear criteria for classification of the entrepreneurship into small and medium-sized one depending on the regional operation specifics is proposed. It is argued that the notions "entrepreneurship" and "business" are used as synonyms from economic conjuncture perspective, although in business practices at country level preference is given to one of them. Government policies on infrastructure development, stimulation of exports, enhancement of the level of education and research in the field of exports may have an essential impact on the evolution of comparative advantages. Subsidies to the industry, tax incentives, limitations on participation in tenders, antimonopoly policies and other measures are implemented by governments in order to create advantages for national economies. By supporting the policy aimed at regulation of imports through mechanisms of tariffs, quotas, licenses or import limitations, governments intend to create more favorable conditions for national companies that are vulnerable to import supplies. Such comprehensive approach lays grounds for the development of national SMBs that are directly dependent on the number of "national champions" in high tech industries. It follows that from SMBs perspective the economic conjuncture is reproduced by not only exogenous or market-specific factors but also by endogenous ones represented by a set of instruments for stimulating the development of entrepreneurship at micro-, meso-, and macro-level.
The level of population incomes, employment and the rates of increase laying the grounds for the so called formative factors of the internal conjuncture, on the one hand, and a set of socio-economic conditions and the economic stability, on the other hand, determine the structure of entrepreneurship at country level, which can either promote the domestic economic growth or be a response on the improved business conditions, or even occur as a reaction on the government's failure to provide jobs for the population (the case of small business).
SMBs have direct impact on the economic conjuncture of a country through numerous transmission channels, whether at the level of individuals taking respective decisions, at firm level or at macro-level. The stronger innovation capacity is available with the business, the higher is its multiplicative effect. The welfare of economic agents (entrepreneurs) resulting from their self-realization as well as the increasing competitiveness of firms are embodied in the indicators of the country's economic growth. Production, distribution, exchange and consumption as the core components of the system reproducing main basic and derivative factors of the conjuncture are exposed to the impact of SMBs irrespective of the country's economic structure. Conversely, SMBs can become a hostage of macroeconomic situation in their resident country, which affects the total demand (the savings and consumption rate determining the demand for goods, including innovative ones, on the domestic market), the labor productivity (outflow of workforce and degrading skills of personnel due to the falling salaries), and the capital productivity. Yet, the scopes of this impact, as well as the transmission channels are remarkably different across countries, depending on: the degree of companies' integration in global value chains or global supply chains; the shares of tradable and non-tradable goods in the structure of sales; the reactions on exogenous (shocks of demand, shocks of supply, phases of business cycle, commodity market conjuncture, (geo)economic and (geo)political risks) and exogenous (the effectiveness of instruments for tax, monetary and currency policies) factors of influence; the political stability; the socio-economic development; the economic structure; the age structure of population; the level of institutional support to entrepreneurial initiatives (the system of stimuli); the scopes of corruption; the investment attractiveness, etc.).
