КРЕАТИВНИЙ ПОТЕНЦІАЛ УКРАЇНИ: АНАЛІЗ, НАПРЯМИ РОЗВИТКУ

Анотація

У статті досліджено методику визначення та динаміку рейтингових показників України в Глобальному індексі креативності, Індексі соціального прогресу, Глобальному індексі інновацій. Доведено, що Україна має достатньо високий креативний потенціал, який базується, в першу чергу, на талантах (людському капіталі). Визначено чинники, що негативно впливають на формування креативного потенціалу України: несприятливе політичне, регуляторне та бізнес-середовище; відсутність стратегічного бачення розвитку культурно-креативної сфери органами державної влади та місцевого самоврядування; недостатній обсяг інвестицій в НДДКР та в освіту; незадовільна якість освіти, довкілля, особистої безпеки; низький рівень відкритості та толерантності українського суспільства. Зроблено висновок, що джерелом креативності є умови життя та праці робочої сили, тому з метою розвитку креативного потенціалу слід створити певні умови для креативності. Розроблено напрями розвитку креативного потенціалу українського суспільства.

CREATIVE POTENTIAL OF UKRAINE: ANALYSIS, DEVELOPMENT DIRECTIONS

Summary

The article examines the methodology of defining and dynamics of Ukraine's ratings in the Global Creativity Index, Social Progress Index and Global Innovation Index. It has been proven that Ukraine has quite a high creative potential (both unlocked potential and development potential), based predominantly on talents (human capital). The analysis allowed to highlight the factors that have a negative impact on the formation of Ukraine's creative potential. Among them are the following: unfavorable political, regulatory and business environment, lack of strategic vision of culture and creative sector development among the state and local government bodies, insufficient investment into R&D and education; inadequate quality of education, environment and personal security; low levels of openness and tolerance of the Ukrainian society. The conclusion is made that the sources of creativity are the living and working conditions of the labor force, so in order to develop the creative potential, certain conditions for creativity need to be put into place. The directions of developing the creative potential of the Ukrainian society are outlined.
According to the scientists, the development of the creative economy will become a driver of Ukraine's economic growth until 2030. With regards to this, the need to evaluate and analyze the creative potential of Ukraine, as well as outline the directions of its development, becomes more pressing.
The key living conditions that foster the development of creativity are the level of prosperity and growth opportunities. We believe that now more attention should be paid to reforming secondary and higher education, transitioning from reproductive learning to competencies-based learning as soon as possible, forming the ability for active lifelong learning, developing communication and leadership skills among students.
Working conditions combine the formation of favorable conditions for creativity at an actual workplace (micro-environment conditions) and in the country overall (macro-environment conditions). Among the macro-environment conditions that would foster the development of the creative potential of the Ukrainian society special emphasis should be made on the necessity of forming a strategic vision of the culture and creative sector by the state and local government bodies.
To create the conditions that will foster and stimulate creativity, the efforts of the state and local government bodies, as well as public organisations, need to work together.
