ФОРМУВАННЯ ІНСТИТУЦІЙНОГО ДИЗАЙНУ МАКРОФІНАНСОВОЇ СТАБІЛЬНОСТІ: ПРАКТИКА ЄС ТА УРОКИ ДЛЯ УКРАЇНИ
Анотація
У статті уточняється зміст поняття інституційного дизайну публічного управління у його застосуванні до макрофінансової сфери. В якості прикладу інституційного дизайну формування макрофінансової стабільності (безпеки) досліджено досвід ЄС щодо реалізації механізму раннього виявлення дисбалансів у країн-членів ЄС, їх попередження та коригування в рамках управлінської процедури бюджетного нагляду "Європейський семестр". Розроблено матрицю взаємодії інститутів ЄС з регулювання дисбалансів, яка структурує спеціальні функції інститутів ЄС у цій площині як у часі, так і за стадіями виявлення, попередження та коригування дисбалансів. Результатом аналізу матриці взаємодії інститутів у рамках Процедури макроекономічного дисбалансу є конкретні висновки (уроки) для України, які мають бути використані при формуванні інституційного дизайну макрофінансової стабільності (безпеки) в Україні.

FORMATION OF INSTITUTIONAL DESIGN OF MACROFINANCIAL STABILITY: EU PRACTICE AND LESSONS FOR UKRAINE
Summary
The article explains the concept of institutional design of public macrofinancial management. Macro-financial instability as such poses a threat to economic security in general. The interaction of public authorities in order to restore macro-financial stability at a secure level means the implementation of a certain institutional plan. In view of this, the institutional design of macrofinancial stability should be the result of activities to design a system of institutions that will be empowered and responsible for decisions on macrofinancial security of the national economy to minimize threats to macrofinancial stability. These institutions should be sanctioned for uncontrolled system imbalances. Coherence of actions and coherence of rules allow to minimize the level of unpredictability of consequences of instability and risks of deepening of imbalances in the future. The experience of the EU on the mechanism of early detection of imbalances between EU countries, their prevention and correction within the administrative procedure of budget supervision "European Semester" was studied on the example of institutional design of macrofinancial stability (security). The EU regulatory framework was studied and a matrix of cooperation of EU institutions on imbalance regulation was created in order to analyze the feasibility of their cooperation within the Macroeconomic Imbalance Procedure and the scope of applied economic policy instruments. This matrix of cooperation of EU institutions systematizes the special functions of EU institutions in time and at the stages of detection, prevention and elimination of imbalances. The generalized result of the analysis of the matrix of cooperation of EU institutions is the formulation of conclusions (lessons) for Ukraine, which should be used to create an institutional project of macrofinancial stability (security). These, in fact, are: generalization of specific tools for the implementation of the institutional project of macrofinancial stability (clearly defined and defined in time, the implementation of which takes place within the normalized annual management cycle); and characterizing the separation of powers and responsibilities for decision-making based on transparency, accountability and continuity.
