ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНА МОДЕЛЬ ТРАНСФОРМАЦІЇ ЛОГІСТИЧНОГО МЕНЕДЖМЕНТУ УКРАЇНИ
Анотація
Метою статті є обгрунтування організаційно-економічної моделі трансформації логістичного менеджменту України. Досліджено, що позиції системного підходу логістичний менеджмент може бути представлено як впорядкована та керована система, у рамках якої здійснюється планування обсягів та асортименту транспортних і логістичних послуг відповідно до потреб розвитку економіки, у тому числі зовнішньоторговельних відносин, створення умов для розвитку інфраструктури, ефективного територіального та міжгалузевого розподілу транспортних, фінансових та інформаційних потоків для забезпечення безперебійного постачання товарів у відповідності до потреб споживачів. Таким чином, системна модель логістичного менеджменту формується під впливом зовнішнього середовища та передбачає керований вплив на процеси формування інфраструктури, планування, організацію та найбільш оптимальну координацію і контроль руху матеріальних, фінансових й інформаційних потоків відповідно до потреб розвитку економіки, у тому числі зовнішньоторговельних відносин, для забезпечення безперебійного постачання товарів у відповідності до потреб споживачів.
Для визначення ступеня впливу темпів розвитку економіки на розвиток транспортної системи проведено кореляційно-регресійний аналіз. Представлена модель характеризується високим ступенем достовірності та свідчить про наявність стійких лінійних зв'язків між досліджуваними показниками. Це підтверджується високими значеннями коефіцієнтів множинної кореляції (R), що становить 99% та коефіцієнтом детермінації (R2= 0,98). Проведено також верифікація моделі за критерієм Фішера, що показала істотність та надійність отриманої моделі. Результати проведеного аналізу можуть бути корисними у процесів прогнозування та планування розвитку транспортно-логістичної системи України. Окрім росту ВВП на розвиток транспортно-логістичної галузі впливає також структура економіки, діючі економічні регуляторні та фіскальні механізми, інфляція, рівень доходів населення тощо.

ORGANIZATIONAL-ECONOMIC MODEL OF UKRAINE'S LOGISTICS MANAGEMENT TRANSFORMATION
Summary
The purpose of the article is to substantiate the organizational and economic model of logistics management transformation in Ukraine. It has been researched that from the system approach point of view logistic management can be represented as an orderly and managed system within which the volume and assortment of transport and logistics services are planned according to the economic development needs, including foreign trade relations, creation of conditions for infrastructure development, efficient territorial and cross-sectoral transport distribution, financial and information flows to ensure uninterrupted goods delivery in accordance with the consumers' needs. Thus, the logistical management system model is formed under the environment influence and provides a controlled influence on the processes of infrastructure formation, planning, organization and the most optimal coordination and control of the material movement, financial and information flows in accordance with the economic development needs, including foreign trade relations, for ensuring uninterrupted goods delivery in accordance with the needs of consumers.
To determine the influence degree of economic development on the development of the transport system, a correlation-regression analysis was performed. The presented model is characterized by a high degree of reliability and indicates the stable linear relationships existence between the studied indicators. This is confirmed by the high values of the multiple correlation coefficients (R) of 99% and the coefficient of determination (R2 = 0.98). We also verified the model by Fisher's criterion, which showed the materiality and reliability of the model. The analysis results can be useful in the processes of forecasting and planning the development of the transport and Ukraine`s logistics system. In addition to GDP growth, the transport and logistics industry development is also affected by the economy structure, the current economic regulatory and fiscal mechanisms, inflation, and the income level of the population and so on.
