ИННОВАЦИОННАЯ ИНФРАСТРУКТУРА ПРОМЫШЛЕННОСТИ В АЗЕРБАЙДЖАНЕ И МИРОВОЙ ОПЫТ

Анотація

Основную роль в обеспечении инновационной инфраструктуры в национальной экономике, и, в частности, в промышленности выполняет государство. В условиях необходимости хозяйственной модернизации задача взаимодействия и сбалансированного развития инновационной инфраструктуры национальной экономики приобретает особое значение. Особенно острой в настоящее время является проблема преодоления рациональной организации структур производственной и социальной составляющей инновационной инфраструктуры. На фоне постоянно растущего инвестиционного потенциала предприятий в Азербайджане вклад последних в развитие инновационной инфраструктуры страны пока недостаточен. Причина этого в том, что экономика зависит от нефтяного сектора. Одним из факторов, препятствующих инновационной инфраструктуры, является невыгодный доступ к кредитным ресурсам. Следует отметить, что различные не нефтяные международные компании не испытывают по тем или иным причинам большого интереса к инвестированию в инновационный сектор Азербайджана, с привлечением своих финансовых ресурсов, необходимых для развития собственного бизнеса. Поэтому национальные предприятия ненефтяного сектора, в том числе промышленности, пытаются решить свои финансовые проблемы за счет увеличения объема внутренних заимствований. Но это не полностью поддерживает их развитие.
Для более эффективного регулирования развития инновационной инфраструктуры промышленности, в том числе и посредством организации кластеров, государству требуется более гибко проводить инвестиционную политику, стимулирующей данный сектор экономики. Политика регулирования развития кластерных структур инновационного сектора экономики должна стимулировать у крупных предприятий национального бизнеса рост внутренних инвестиций в данном сегменте рынка страны. В этом контексте должны поддерживаться максимально низкие ставки по кредитам для предприятий инновационной инфраструктуры, оказывающих услуги по организации и обслуживанию производства высокотехнологичных промышленных изделий. Также, на наш взгляд, с целью изучения состояния развития инновационной инфраструктуры для малого и среднего бизнеса в стране, необходимо пересмотреть ситуацию со стимулированием бизнес кредитования на кредитном рынке Азербайджана. В результате первой девальвации в экономике страны в 2015 году произошла долларизация депозитного и кредитного портфеля. После второй девальвации произошло отклонение от стабильного состояния не только банковской системы, но и всей национальной экономики, в том числе и в промышленности. Сокращение активности кредитных учреждений в промышленном секторе страны, на фоне замедления общего экономического роста, естественным образом сказалось и на развитии кластеров в Азербайджане. Поэтому автором предлагается комплекс мер по регулированию инновационной инфраструктуры и одного из главных ее элементов — промышленных кластеров — на ближайший период экономического развития.

INNOVATIVE INDUSTRIAL INFRASTRUCTURE IN AZERBAIJAN AND WORLD EXPERIENCE

Summary

The main role in the provision of innovative infrastructure in the national economy, and in particular in industry, is played by the State. In the context of the need for economic modernization, the task of interaction and balanced development of the innovative infrastructure of the national economy is of particular importance. The problem of overcoming the rational organization of the structures of the productive and social component of the innovation infrastructure is now particularly acute. Against the background of the ever-growing investment potential of enterprises in Azerbaijan, the contribution of the latter to the development of the innovative infrastructure of the country is still insufficient. The reason for this is that the economy depends on the oil sector. Poor access to credit resources is one of the obstacles to innovative infrastructure. It should be noted that various non-oil international companies do not for one reason or another have a great interest in investing in the innovative sector of Azerbaijan, using their financial resources necessary for the development of their own business. Therefore, national enterprises in the non-oil sector, including industry, are trying to solve their financial problems by increasing domestic borrowing. But this does not fully support their development.
In order to better regulate the development of innovative industrial infrastructure, including through the organization of clusters, the State needs to be more flexible in implementing investment policies that stimulate this sector of the economy. The policy of regulating the development of cluster structures of the innovative sector of the economy should stimulate the growth of domestic investments in this segment of the country 's market in large enterprises of national business. In this context, the lowest loan rates should be maintained for innovative infrastructure enterprises providing services for the organization and maintenance of the production of high-tech industrial products. Also, in our opinion, in order to study the state of development of innovative infrastructure for small and medium-sized businesses in the country, it is necessary to reconsider the situation with the stimulation of business lending on the credit market of Azerbaijan. As a result of the first devaluation in the economy of the country in 2015, the deposit and loan portfolio was dollarized. After the second devaluation there was a deviation from the stable state not only of the banking system, but also of the entire national economy, including in industry. The decline in the activity of credit institutions in the industrial sector of the country, against the background of the slowdown in the overall economic growth, naturally affected the development of clusters in Azerbaijan. Therefore, the author proposes a set of measures to regulate innovation infrastructure and one of its main elements — industrial clusters — for the next period of economic development.
