ОСОБЛИВОСТІ ПІДГОТОВКИ НАУКОВИХ КАДРІВ У СИСТЕМАХ ВИЩОЇ ОСВІТИ КРАЇН СВІТУ

Анотація

Метою цієї роботи є визначення особливостей підготовки наукових кадрів у системі вищої освіти різних країн світу. Методичною базою статті є: аналіз загальних трендів розвитку вищої освіти, статистичний та графічний аналіз, порівняння систем вищої освіти країн світу, узагальнення. Проведено аналіз та визначено особливості в підготовці наукових кадрів у системах вищої освіти різних країн світу, що дозволило встановити відмінності в організації підготовки кадрів вищої кваліфікації на Європейському дослідницькому просторі та Америці. Проведений аналіз освітніх систем країн світу дозволив визначити декілька типових програм підготовки наукових кадрів. Визначено, що фінансування підготовки фахівців вищої кваліфікації в Європі менш ніж на 50% здійснюється з державних джерел, але зростання інтересу до здобуття вищої освіти обумовлюється збільшенням оплати праці працівників, які мають високій рівень кваліфікації. Обгрунтовано, що забезпечення більшої диверсифікації фінансових ресурсів є серйозною проблемою для університетів усіх країн світу, які пропонують докторські програми і прагнуть досягти збільшення кількості докторантів. Отримані результати дослідження можуть виступати основою для вдосконалення системи підготовки наукових кадрів в України.

PECULIARITIES OF TRAINING OF SCIENTIFIC PERSONNEL IN HIGHER EDUCATION IN THE COUNTRIES OF THE WORLD

Summary

The purpose of this work is to identify the specifics of scientific training in the higher education system around the world. The methodological basis of the article is: analysis of general trends of higher education development, statistical and graphic analysis, comparison of higher education systems in the countries of the world, generalizations. In the article the rating of the countries of the world on value of a share of the population at the age of 25—64 years which have higher education is carried out, the rating of the countries of Europe on a share of students, received higher education in doctoral studies is made. The analysis was carried out and the peculiarities in the training of scientific personnel in the systems of higher education of different countries of the world were defined, which made it possible to establish the differences in the organization of training of personnel of higher qualification in the European research space and America. Significant differences in higher education systems and doctoral programmes around the world have been identified. The analysis of peculiarities of training of scientific personnel in the countries of the world has allowed to note that doctoral programs do not correspond to the uniform standard on the content, duration, requirements to candidates for reception of corresponding educational levels; level of centralization of management, the purposes and tasks which they realize, that complicates comparison of educational degrees among themselves. The study of educational systems in the countries of the world has made it possible to identify several model programs for training scientific personnel in the countries of the world. It has been determined that the financing of training of specialists with higher qualification in Europe is only 48% on average from public sources, but the growth of interest in higher and postgraduate education is determined by an increase in remuneration of employees with high qualification level. It has been argued that ensuring greater diversification of financial resources is a major challenge for universities around the world that offer doctoral programmes and seek to increase the number of doctoral candidates. The main incentive for attracting doctoral candidates, as well as applicants for higher education, in European countries remains the possibility of a significant increase in their wages after receiving the appropriate level of education. The results of the research can serve as a basis for improving the system of training scientific personnel in Ukraine.
