ТЕОРЕТИЧНІ ПОЛОЖЕННЯ ТА СУТЬ ФІНАНСОВОЇ ПОЛІТИКИ ДЕРЖАВИ

Анотація

Розглянуто основні підходи до трактування категорій "економічна політика держави" та "фінансова політика держави", а також їх співвідношення. Виявлено, що під час досліджень співвідношення категорій "економічна політика" та "фінансова політика" науковці дотримуються двох основних підходів: трактування фінансової політики як складової економічної політики держави та визначення фінансової політики як незалежної від економічної складової політики держави.
Акцентовано, що вибір раціональної фінансової політики і успішна її реалізація багато в чому, якщо не в основному, визначають ступінь успішності будь-якої державної політики.
На підставі дослідження праць провідних науковців виділено такі основні самостійні складові частини фінансової політики, як податкова політика, бюджетно-фінансова політика, грошово-кредитна політика. Висвітлено основні завдання, суб'єкти реалізації, сфери фінансових відносин та інструментарій впливу кожної з названих складових частин державної фінансової політики.

THEORETICAL PROVISIONS AND ESSENCE OF FINANCIAL POLICY OF THE STATE

Summary

The basic approaches to the interpretation of the categories "economic policy of the state" and "financial policy of the state", as well as their correlation are considered. It is revealed that when researching the correlation between the categories of "economic policy" and "financial policy", scientists adhere to two main approaches: the interpretation of financial policy as a component of the economic policy of the state and the definition of financial policy as an independent economic component of the state policy.
It is emphasized that the choice of financial policy and its successful implementation largely determine the degree of success of any public policy.
It is determined that the financial policy of the state should be understood as a system of actions and measures of the state, which includes forecasting, planning, organization and control over financial relations in the process of exchange, distribution and redistribution of financial resources in order to fulfill the functions of the state.
The process of implementation of the financial policy of the state consists of a few stages. These are determination of the main directions of functioning of the financial system (in accordance with the goals of the economic and social policy of the state); drawing up targeted programs for the development of public and non-state finances; development of concrete measures for realization of the concept, directions and programs; organization of monitoring and control over the implementation of financial policy.
The ultimate goals of an effective financial policy of the state are: to increase the volume of gross domestic product; increasing the efficiency of use of public money resources needed to better meet the needs of society; efficient and rational distribution of financial resources between sectors of the economy, social groups and territories.
The important task of financial policy is to balance the differently directed financial interests of governmental entities, economic entities, different segments of the population by finding such regulatory mechanisms that will ensure optimal growth of national income and the distribution of income and expenditure in the budgets of all participants of the national economy. This will provide the most effective processes of storage, storage and consumption.
Based on the research of the works of leading scientists, such basic independent components of financial policy as tax policy, fiscal policy, monetary policy are distinguished. The main tasks, subjects of realization, spheres of financial relations and tools of influence of each of these components of the state financial policy are highlighted.
