СТАТИСТИЧНІ АСПЕКТИ ОБЧИСЛЕННЯ ТА ЗАСТОСУВАННЯ ІНДЕКСУ ЕФЕКТИВНОСТІ ЛОГІСТИКИ

Анотація

У статті визначено, що для ефективної оцінки розвитку логістики необхідна якісна методика, що дозволяє визначити поточний стан логістичної галузі країн світу і саме міжнародні рейтинги є важливим джерелом інформації щодо її потенціалу й розвитку.
Висвітлено методичний підхід до статистичного обчислення індексу ефективності логістики та його застосування як адекватного інструменту вимірювання рівня розвитку логістики в різних країнах запропонований Всесвітнім банком. Відзначено, що запропонована Світовим банком методика оцінки індексу ефективності логістики не є науково обгрунтованою та певною мірою носить суб'єктивний характер, проте дає повну та достовірну інформацію, не залежно від рівня розвитку країни та її виходу до моря та визначається на основі стандартизованої анкети, для онлайн-опитування в Інтернеті. Використовується аналіз основних шести компонентів для складання даних в єдиний індекс, що дозволяє кожній країні зосередити увагу ще й на рейтинги субіндексів під час розроблення програми розвитку транспортно-логістичної сфери з метою підвищення рівня міжнародної торгівлі.

STATISTICAL ASPECTS OF LOGISTICS PERFORMANCE INDEX CALCULATION AND APPLICATION

Summary

The article determines that effective evaluation of the development of logistics requires a qualitative methodology that allows to assess the current state of the logistics industry in the world and that international rankings are an important source of information on its potential and development. International rankings are an important source of information on the potential and development of individual countries. In addition, by identifying the strengths and weaknesses that affect a country's position in the global coordinate system, they are an indicator of the need for action to address deficiencies and create greater opportunities for increasing competitive advantage.
A methodological approach to the statistical calculation of the Logistics Efficiency Index and its application as an adequate tool for measuring the level of logistics development in different countries is proposed by the World Bank. It is noted that the methodology proposed by the World Bank for assessing the logistics efficiency index is not scientifically substantiated and to a certain extent subjective, but provides complete and reliable information, regardless of the level of development of the country and its access to the sea and is determined on the basis of a standardized questionnaire, for online surveys on the Internet. The analysis of the main six components is used to compile data into a single index, which allows each country to focus on the sub-index ratings in the development of the program of development of transport and logistics in order to increase the level of international trade.
Logistics performance index is an online benchmarking tool for identifying potential challenges and opportunities for trading logistics performance. It is justified that in order to improve the situation in the market of logistics services, namely in the segment of international transportation, in Ukraine it is necessary to implement a set of measures both in the field of improving logistics infrastructure and finding new approaches to management and in the field of automation of logistics processes. Only by joint efforts of the state and the participants of logistic activity and scientists can the rating of the Logistics Efficiency Index be achieved and the goals set by the National Transport Strategy of Ukraine for the period till 2030 be achieved.
