ДЕМОНОПОЛІЗАЦІЯ СПИРТОВОЇ ГАЛУЗІ: ПРИЧИНИ, СУТЬ, РЕАЛІЗАЦІЯ

Анотація

У статті досліджено проблему державного регулювання спиртової промисловості України та обгрунтовано необхідність її докорінного реформування у зв'язку з неефективністю державного регулювання. З'ясовано, що в спиртовій галузі сьогодні існують такі проблеми: велика частка тіньового обігу спирту; паралельно з тіньовим ринком розвивається корупція, а однією з головних причин високого рівня корумпованості є неефективний та нечесний менеджмент; зношеність основних фондів усіх підприємств галузі; велика кількість підприємств, що простоюють і фіктивно збільшений штат працівників, які утримуються за рахунок працюючих підприємств. Доведено, що вищезазначені проблеми необхідно розв'язувати на основі демонополізації галузі з подальшою приватизацією неефективних державних підприємств, що дасть можливість залучити приватні інвестиції в модернізацію галузі, сприятиме диверсифікації виробництва і розвитку суміжних галузей економіки загалом.

DEMONOPOLIZATION OF THE ALCOHOL INDUSTRY: CAUSES, ESSENCE, IMPLEMENTATION

Summary

The article investigates the problem of state regulation of the Ukrainian alcohol industry and substantiates the need for its reform. The need for reform is linked to the inefficiency of state regulation. It has been found that there are such problems in the alcohol industry today: a large proportion of the shady circulation of alcohol; corruption in the industry, and one of the main causes of high levels of corruption is inefficient and unfair management; depreciation of fixed assets of all enterprises of the branch; a large number of idle enterprises and a fictitiously enlarged staff of workers held at the expense of working enterprises. The author also identified favorable factors for the development of the Ukrainian alcohol industry: as a result of the world division of labor, alcohol production in our country is historically conditioned; location of available capacities close to raw materials sources and markets; a wide raw material base for both food and technical alcohols. Also the author has found that the issue of state monopoly on the production and sale of ethyl alcohol needs serious consideration. Thus, the Law "On Amendments to the Law of Ukraine" On State Regulation of Production and Circulation of Ethyl, Cognac and Fruit Alcohol, Alcoholic Beverages, Tobacco and Fuel "was adopted.
It is proved that the above mentioned problems should be solved on the basis of demonopolization of the industry with further privatization of inefficient state-owned enterprises. All this will gradually reduce the shadow turnover of alcohol and increase tax revenues from excise tax and VAT; involve private investment in the technical re-equipment of the industry and the development of production of new products; reduce the cost of production of ethyl alcohol; significantly increase the volume of exports of alcohol and alcohol-containing products; will promote the development of related industries (agricultural production, glassware production, etc.); improve the performance of Ukrspirt, which will allow the state to raise significantly more from its further privatization.
Therefore, effectively solving a number of problems that already exist in the alcohol industry is a pressing issue, as it is a reliable source of budget replenishment.
