ПРОБЛЕМИ ТА НАПРЯМИ МОДЕРНІЗАЦІЇ СОЦІАЛЬНО-ТРУДОВИХ ВІДНОСИН І СФЕРИ ЗАЙНЯТОСТІ СІЛЬСЬКОГО НАСЕЛЕННЯ УКРАЇНИ
Анотація
Узагальнено проблемні аспекти в сфері праці та зайнятості сільського населення, які визначають потребу на напрями модернізації соціально-трудових відносин. Констатовано наслідки існуючого характеру соціально-трудових відносин та стану зайнятості сільського населення. Виокремлено ключові умови ефективності соціально-трудових відносин. Визначено, що модернізація соціально-трудових відносин повинна передбачати запровадження обгрунтованих базових трудових стандартів, які забезпечуватимуть захищеність трудових прав і гарантій працівників; рівноправність сторін-учасників соціально-трудових відносин; нормативно-правову регламентованість трудових відносин для усіх категорій працівників та різних умов зайнятості. Вказано на складові ефективності моделі соціально-трудових відносин з рівноправністю партнерства держави, роботодавців, представників інтересів найманих працівників: наявність чітких критеріїв для оцінки виконання/порушення умов трудових відносин; однакова міра відповідальності сторін за дотримання трудових умов/санкцій за їх порушення; правова урегульованість процедур розв'язання індивідуальних та колективних трудових спорів. Відзначено, що забезпечення позитивних ефектів впливу модернізації соціально-трудових відносин на кон'юнктуру сільського ринку праці та зростання доходів економічно активного сільського населення відбуватиметься з певним часовим лагом, та по мірі збалансування попиту і пропозиції робочої сили, збільшення питомої ваги зайнятих у формальному секторі економіки. Визначено пріоритетні напрями та заходи державної політики, які сприятимуть активізації процесів модернізації соціально-трудових відносин та сфери зайнятості сільського населення.

PROBLEMS AND MODERNIZATION COURSE OF SOCIAL-LABOUR RELATIONS AND EMPLOYMENT AREAS OF UKRAINIAN RURAL POPULATION
Summary
The problematic aspects of labor and employment of rural population, that determine demand for the modernization course of social-labor relations are summarized. The consequences of the existing nature of social labor relations and employment status of rural population are stated: shortfall of potential production volumes by agricultural economy and value creation (as condition for the growth of income of its institutional sectors as well as population), and therefore — narrowing the financial base of local budgets; unequal position of agricultural capital owners and employees in social-labor relations and conducting social dialogue; decrease of the competitiveness of small rural entrepreneurship in ensuring the income level of employees. The main problems of the existing model of economic development are distinguished, for the solution (weakening of influence) of which the modernization of social-labor relations and employment of rural population should be directed at. The key conditions for the effectiveness of social-labor relations are outlined. It is determined that modernization of social-labor relations should provide implementation of reasonable basic labor standards, which will ensure the protection of employees' labor rights; equality of parties involved in social-labor relations; regulatory and legal regulations of labor relations for all categories of employees and different employment conditions.
The components of the effectiveness of social-labor relations model with equality of partnership of the state, employers and representatives of the employees' interests are indicated. Achievement of the effective influence of social-labor relations modernization will consist in providing decent employment, activation of legalization processes of employment and income of institutional sectors of the economy. It is noted that ensuring positive effects of the impact of social-labor relations modernization on rural economy conjuncture and income growth of economically active population will occur with a certain time lag, and in regard to labor supply and demand balance, increasing the share of people employed in the legal economy. The priority directions and state policy measures that will help activate the processes of social-labor relations and employment modernization in rural areas are defined.
